Building permit applicants

Homeowners and contractors can apply for building permits. The person doing the work should prepare the application.

Property owners

Property owners who want to do the work their own construction work can apply for a building permit. 

  • You do not need a license.
  • You will be required to show a valid photo ID.

If you build or improve more than one property within any 24-month period you must have a valid:

  • State of Minnesota Residential Building Contractor License, or
  • Residential Remodeler License

Contractors

Contractors who want to apply for a building permit must show proof of:

  • A residential specialty contractor license, or
  • One of the following State of Minnesota licenses
    • Residential Building Contractor License
    • Residential Remodeler License
    • Residential Roofer

City residential specialty contractor license

State residential and remodeling contractor licensing

Competency cards

People working in certain trades must obtain a Certificate of Competency card before working in the City.
