A pending special assessment may be prepaid without interest by November 15th of the year before it is levied.

If not prepaid, special assessments will be automatically collected with County property taxes. The majority of property owners opt to pay assessments over time through their property taxes. Prepay invoices are sent only by request and the taxpayer is solely responsible for requesting the invoice. Partial payments are not accepted.

A special assessment may be collected in a single payment or spread out over a number of years.

• Assessments of $150 or less are collected in their entirety the year of the assessment on your property tax statement.
• Assessments of more than $150 can be collected in 5, 10, or 20 annual installments on your property tax statement. City Council determines the collection schedule.

Interest is charged on special assessments at an interest rate determined by the Minneapolis Finance Department.

Street resurfacing projects
2026 uniform assessment rates:

• $0.80 per square foot for non-residential properties
• $0.28 per square foot for residential properties

• $3.20 per square foot for non-residential properties
• $1.12 per square foot for residential properties.

• $0.56 per square foot for non-residential properties and residential properties.

• 4.7% for 20-year assessments
• 4.3% for 10-year assessments
• 4.1% for 5-year assessments
• 3.9% for one-year assessments

• A person selling a property may prepay outstanding special assessments.
• This is usually negotiated between the buyer and seller, or often required by the buyer’s loan agreement. 
• However, payment is not required at the time of sale.
• Special assessments left unpaid will continue to be carried on the property taxes of the new owner for the remaining term of the assessment.

The City may defer the payment of special assessments for any homestead property owned by a person 65 years or older or retired due to a permanenant and total disability for whom it would be a hardship to make the payments (City Council Resolutions 2015R-222).

• No deferrals are allowed on one-year special assessments.

• A deferment does not reduce or eliminate the amount owed, it only postpones payment.

• During the deferment, simple interest will accumulate on the total principal amount of the assessment at the rate of interest adopted for the related capital improvement special assessment project.
