The City of Minneapolis prepares a yearly Consolidated Plan and a Consolidated Annual Performance Report (CAPER). These documents address the City's housing and community development and public service needs, and performance, in compliance with the U.S. Department of Housing and Urban Development (HUD) entitlement formula grants received by the City.
Annual HUD formula grant programs managed by the City include:
- Community Development Block Grant (CDBG)
- Emergency Shelter Grant (ESG)
- HOME Investment Partnerships (HOME)
- Housing Opportunities for Persons with AIDS (HOPWA)
