Duration of construction:
The majority of work was completed in 2017. The contractor will continue work on the remaining items beginning in May 2018. These items include completing the signal work at Monroe Street Northeast and Johnson Street Northeast, raising the manholes to the final surface elevation, completing the sidewalks and driveways, and the installation of the shared-use trail on the south side.
Traffic impact:
To be determined; however, portions of 18th Avenue Northeast between Monroe Street Northeast and Johnson Street Northeast will be closed to through-traffic.

April 29, 2018 update
Greetings and Happy Spring!
The 18th Ave NE (Monroe St NE to Johnson St NE) reconstruction project was completed last fall, however a few punch list/repair items remain. Park Construction expects to begin work on these items in early May and it’s estimated to be complete within a few weeks.
18th Ave NE will not be closed during this work, however, there may be impacts to traffic and parking. There will be road work signage and Park Construction is going to be using flaggers around the area they are working.
Minneapolis Park Board will also begin planting trees along the corridor in the next few weeks as well.
18th Ave NE is scheduled to get the final sealcoat this July.
November 5, 2018 update
18th Ave NE is complete and open!
Park Construction finished sawing and sealing joints this week as well as putting down striping.
Trees will be planted next spring. There may also be minor work on some punch list items.

October 26, 2018 update
The upgraded signals at 18th and Central have now been switched on.
Park Construction finished placing sod this week, and will be maintaining it for 30 days. Please ensure it is clear of any obstructions.
Next week they should finish with sawing and sealing joints in the asphalt and providing striping for the winter.

October 19, 2018 update
18th Ave NE is open!
Park Construction placed the final layer of asphalt this week.
In the next week weeks, the remaining items to be completed may result in potential parking and lane obstructions.
October 16, 2018 update
Park Construction has been busy raising the manholes along 18th Ave NE to the final roadway height.
The final layer of asphalt is scheduled to be placed starting tomorrow, October 17th. This work is estimated to take 2 days.

October 12, 2018 update
The signal work at Central Ave has been completed and is waiting for power. The intersection will remain a 4-way stop until the power has been restored.
Crews started raising the manholes Thursday on 18th Ave NE.
The final layer of asphalt is scheduled for next week.
October 5, 2018 update
A big thank you for your patience on this project – we’re close to the end! We recognize the delays on this project have been inconvenient and we are happy to inform you that the project will be completed in the next several weeks.
Next week you should expect to see sod placement, additional edge milling and raising of manholes. There is also signal work at 18th and Central this weekend.
September 29, 2018 update
Park Construction milled the street surface this week and cleaned it up ready for manholes to be raised.
Finishing boulevards was unfortunately pushed back due to availability of sod after recent bad weather, this is scheduled to start this week.
City Traffic has begun pulling cables for the signal installation at Central & 18th. The contractor also plans to install the new signal poles at Johnson and remove the temporary signals.
September 21, 2018 update
Park Construction has rescheduled the milling to Tuesday, September 25th. No parking signs will be posted for this work.
Park Construction has completed placing the topsoil in the boulevards and preparing areas for future trees. Trees will be planted by Minneapolis Park Board Forestry in 2019. Landscaping crews were postponed this week due to the heavy rain but should begin to place sod next week.
The contractor has completed the underground signal work at the intersection and City crews will install the steel signal poles and mast arms.
The intersection of Central and 18th Ave will be under 4-way stop until the new signals are installed.
Other items that remain include raising the manholes along 18th Ave NE, which will begin after the surface has been milled, and the final layer of asphalt.

September 14, 2018 updates #1 and #2
Milling asphalt surface Monday 17th September - Quincy to Johnson
Park Construction are scheduled to mill the edges of the asphalt surface of the street down 2 inches to prepare the surface for paving. No Parking posts will be placed along 18th Avenue between Quincy & Johnson for them to be able to mill to the edge of the curb. This is expected to be completed during the day. Once the surface is prepared Park Construction will raise all the manholes to the final grade, 2" above the existing surface, for it to be flush with the final layer of asphalt. Landscaping will continue through the week next week.
All concrete areas have now been installed and the few remaining driveways will be accessible by tomorrow at the latest (those poured last Saturday).
Milling operations postponed for 9/17/2018
Unfortunately Park Construction have had to postpone milling operations planned for Monday 17th due to technical issues. No Parking posts will be taken down and street parking will be available.
They are currently rescheduling this work at the earliest opportunity. A new date will be communicated and posted on the street as soon as it has been confirmed.
We apologize for any inconvenience this may cause.
September 8, 2018 update
Park Construction have now poured all the driveways along 18th Avenue. As a reminder, they will need to cure for 7 days at which point we will removed the ribbon blocking them off. For the early part of next week they will complete the remaining pedestrian ramps, cat walks and sidewalk sections.
They started placing the topsoil along boulevards this week and plan to start laying the remaining topsoil and sod through next week including the backs of the trail/sidewalk. There are a few boulevards which still need to be dug out on the north side of the street which will be completed next week.
Minneapolis Park Board Forestry have started marking locations for future trees.. An area suitable for trees will be created in the boulevard prior to the sod being placed. Trees are scheduled to be planted by the Park Boad in 2019.
All foundations have been poured for the new signals at Central intersection. City traffic will be installing the new signal poles after the sidewalks have been completed
Other remaining items will be milling the street surface, raising manholes and paving the final road surface. The street and trail will also be striped.
As a separate project, Minneapolis Surface Water & Sewer Dept will be lining the sanitary main between Taylor & Fillmore on Monday 9/10 for 1 day. They have posted No Parking signs for the day along this block so please use side streets until the work is complete.

August 24, 2018 update
Park Construction installed the first of two layers of asphalt on the shared used trail Wednesday. They were scheduled to install the final 2" lift this morning but had to postpone due to heavy rain. They will pave the final layer tomorrow, Saturday 8/25.
Once the trail is completed, the concrete contractor can complete the remaining pedestrian ramps, driveways and sidewalks. This will include the intersection of Central to allow the signals to be installed. The concrete crew are scheduled to return mid week next week.
Park will also start grading the edges of the sidewalks and boulevards for new topsoil and sod next week. Work on the street can then be completed, raising the manholes and paving the final layer of asphalt.. Further notice will be given prior to street paving.
August 18, 2018 update
Park Construction has completed the majority of the concrete pedestrian ramps and driveways. The shared-use path is scheduled to be paved next week. The remaining ped ramps and driveways can be completed after this. We will contact the properties affected to arrange for vehicles to remain out of the driveways.
The removals have been completed at Central & 18th. The contractor will now prepare the intersection for curb, sidewalk and paving. The underground signal work will also be completed. City of Minneapolis Traffic department crews will install the steel signal poles and mast arms after it has been paved.

August 12, 2018 update
Park Construction has continued with the concrete work this week on pedestrian ramps and driveways, this should be completed by early next week. Some of the driveways and pedestrian ramps on the south side of the street will be completed after the bituminous trail has been installed for ease of construction.
The removals have been completed at the intersection of Central & 18th. The intersection will be under 4-way stop until the new signals are installed.
Some of the items that remain to be done are: paving the shared-use path, raising the manholes to the final elevation, finishing the upgrades to the signal at Central and 18th, boulevard restoration, and the final layer of asphalt.

July 27, 2018 update
Park Construction has been laying the gravel along the south sidewalk between Central to Johnson. The back of the shared use trail has also been excavated to prepare it for paving. It will be restored after the work has taken place. The contractor will be contacting property owners to discuss work in the right of way at their properties. They will also be preparing the remaining driveways and pedestrian crossings for concrete surfacing, working east from Monroe. The concrete crews will begin their work next week finishing driveways and sidewalks aiming to start at Monroe and work toward Johnson.
The electricians have installed signal bases and poles at Monroe and Johnson.

July 8, 2018 update
Park Construction removed the temporary trail along the south and last week began grading the surface and laying gravel from Monroe to Central. This week they will continue laying the gravel along the south sidewalk between Central to Johnson. The back of the shared use trail is also being excavated to prepare it for paving. It will be restored after the work has taken place. The contractor will be contacting property owners to discuss work in the right of way at their properties. They will also be preparing the remaining driveways and pedestrian crossings for concrete surfacing, working east from Monroe. We will speak to individual property regarding timing of the concrete work ensure they had alternate access arranged. This is scheduled to start in the next two weeks.

June 22, 2018 update
The contractor is expected to begin work soon on the remaining 18th Ave NE items. The remaining work includes finishing the signal work, raising the manholes, finishing driveways and sidewalks, building the shared-use trail, and the final layer of asphalt.

Xcel Energy has been transferring power supply to the new power lines put in last fall so the old poles can be removed to make way for the shared use trail. Other utilities on the old Xcel poles are getting ready to transfer to the new pole line. The old poles will be removed once all the utilities have been transferred to the new poles.
CenterPoint Energy has been in the process of restoring areas they disturbed outside of the 18th Ave NE project limits. They have been replacing portions of sidewalks and boulevards that they had disrupted with the gas-line work that was done in coordination with the reconstruction project.
April 12, 2018 update

Spring is here and it’s time for the 18th Ave NE reconstruction project to begin again. Last fall, we wrapped things up for winter with plans to return and finish starting in the spring. Items remaining include the removal of the temporary path and placement of the new shared use path on the south side, complete the remaining driveway aprons and pedestrian ramps, plant the grass boulevards, complete the signal work at Monroe St NE and Johnson St NE, remove the asphalt pavement wedges that were installed to protect the curb edges, and place the final layer of asphalt. Minneapolis Forestry will also plant trees in the new boulevard areas along 18th Ave NE, this is expected to occur in the spring of 2019. The project area is shown in red on the enclosed map. Construction activity for this season is expected to begin with the week of April 16th, weather permitting, and estimated to be substantially completed in early summer 2018. Please understand that the construction schedules are subject to change due to weather and unforeseen circumstances.
If we need to do work on the approach to your driveway, we will notify you in advance of placing your new driveway approach and ask you to park at another location for eight days after concrete placement to allow time for the concrete to cure. During the majority of construction, local access to homes and businesses will be maintained.

Important:
- Our equipment is large and heavy and can be extremely dangerous if one is not alert around it. We urge you to stay at a safe distance at all times. Please, above all, impress upon your children not to go beyond the sidewalk at any time and to stay away from material piles and equipment parked on or near the job site. Please observe all posted detour routes and warning signs and arrange to park on side streets or on another block when work is under way in your immediate area.
- Help us prevent vandalism during construction. It not only delays the project but adds to the costs. Your cooperation in reporting or preventing such acts is critical and directly benefits you.
- To save yourself time and money, if you have experienced any problems with your sewer and/or water connection it is recommended that you contact a licensed plumber as soon as possible to correct the problem before the street is paved. One problem frequently encountered in connection with street paving is the condition and age of the private water and sewer services from the house or business to the City main in the street. Occasionally, because of the age and condition of these services, they may require repair or replacement within a relatively short period of time after the new paving is completed. So, if you are planning to upgrade your water or sewer service, please call me at 673-3762 to coordinate with the project’s schedule.
- To install new shared use path, we will need to excavate within the City right of way. Please note that the City right of way extends beyond the back of the temporary path on the south side. After we complete this work we will remove our construction debris and place new topsoil and sod where it was disturbed. If you have concerns or questions regarding your specific property, contact me or John.
Once again, we ask that you impress upon all children the dangers near construction equipment. We hope to inconvenience you as little as possible and would like to thank you in advance for your cooperation and understanding while your neighborhood is being improved.
December 1, 2017 update
Project wrap up for winter
Park Construction raised all the manholes last week so they can be accessed through the winter period. They have now cleared all their remaining equipment and carried out a general tidy and sweep. The trailer is due to be removed at the start of next week.
Yesterday, temporary striping was placed on the street to mark the centerline and pedestrian crossings at the signalized intersections. Traffic control restrictions have now been removed at Central and Johnson, please be aware of the increased traffic once again using 18th Avenue!
Signs will be installed next week by the traffic department. Park will also be spraying a green 'hydromulch' on the exposed dirt through the project. This is used as an erosion control method until the boulevards are complete next year.
Parking reminder - There is no longer any parking permitted on the south side of the street between Monroe and Johnson, signs will be installed next. Please ensure street parking is limited to the designated areas on the north side of the street.
Maintenance reminder - Property owners will remain responsible for snow clearance this winter on the south side temporary path. After the permanent shared trail is installed next year it will be the responsibility of the City. As the concrete is still fresh we would suggest that deicing salt be avoided where possible as it can cause damage to the longevity of the concrete.
Xcel Energy
Xcel are currently cabling the new poles between Central and Johnson and will continue next week. Any planned outages to transfer the power will be posted by Xcel Energy to affected properties.
Work Remaining next year - When Park Construction returns in the Spring, they will remove the temporary path on the south side and lay gravel followed by the new asphalt trail, including restoring the adjacent fronts of properties. They will also complete the concrete driveways and pedestrian ramps, install new signals at Monroe, plant the grass boulevards and prepare locations for trees to be planted, place the final layer of asphalt road surface & complete the striping.
18th Ave NE is open for winter!
There will be some work being done along the street over the upcoming weeks, such as installing signs and "hydroseeding" the dirt areas for erosion control, but the road is open!
Park Construction will return next Spring to complete the shared use trail on the south side and the final layer of asphalt.
November 20, 2017 update
Park Construction has now paved the street throughout the whole project up to the final layer which will be installed when the project is completed Spring 2017. This week they will finish off the asphalt strip along the curb, this is to protect the lip of the concrete and provide a more level surface during snow plowing through the winter. They are also installing new manhole covers between Fillmore & Central.
Permanent concrete sidewalk and pedestrian ramps were placed last week on the north side between Monroe and Central.
Temporary pedestrian surfaces have now been installed for the winter period. Park Construction aim to complete their work and remove all their construction equipment and open the street to traffic by next week.
Xcel Energy & Centurylink
Xcel Energy & Centurylink have installed all their new poles between Quincy and Johnson. Centurylink are currently moving their equipment in the ground next to the new poles. Their work will continue through the winter season and old poles should be removed ready for the trail to be installed early next year.
November 7, 2017 update
Paving update
Central to Johnson
Park Construction paved between Central & Johnson today at the street intersections. Tomorrow thru Friday there will be 2 paving machines, working on the main street as well as intersections. There will be another three 2” layers they plan to pave. Please be mindful of the extra construction traffic between Wednesday and Friday this week. There may be times when access to side streets is restricted as paving operations are taking place. We are planning to have this section of the street up to the final 2” layer by the end of the week (weather permitting). This will allow easier access to driveways and goodbye to gravel ramps!
The final layer of asphalt will be placed in Spring 2018 after construction is complete.

Concrete curb and driveways
Park Construction & Curbmasters finished the curb work last Thursday between Central and Johnson. They began installing driveways today and plan to continue this week assuming favorable weather conditions. The sidewalk sections of the driveways were installed from Central to Pierce on the north side of the street. Tomorrow they will continue on the north to Johnson and before returning to Central and pick up the driveway aprons (between sidewalk and curb) on both sides of the street working east toward Johnson.
Please be aware for those on the north side of the street, the driveways will be inaccessible for 7 days once the full driveway has been installed. For those on the south side it will be from when the front apron has been installed (the remaining section of the driveway will be installed when the trail goes in)
It is our intention to pave the street after the concrete has sufficiently cured.
Xcel Energy
Xcel started installing their new poles between Monroe & Central, they plan to have this side completed early this week and will then begin cabling and transferring equipment to be able to remove the old poles. The crew will continue working between Central & Johnson over the coming weeks. Further updates will be posted by Xcel to any properties that may be affected by the transfer.
As you are aware, the weather has taken a downward turn. We will be meeting this week to discuss how the project will be closed out for the winter season. Please stand by for further updates. October 19, 2017 update
Concrete curb and driveway aprons - Central to Johnson
Park Construction & Curbmasters have now installed the majority of the curb on the north between Central and Johnson, also on the south between Polk and Johnson. They will return tomorrow to finish the curb up to Central as well as finishing intersections. They have also been adding new gravel bases at driveways and alley entrances. Unfortunately this process has taken slightly longer than anticipated so driveways will now be poured from the start of next week.
Thank you for your cooperation in relocating vehicles. There will be no work carried out over the weekend but from Monday please continue to use alternative parking if you access directly onto 18th Avenue.
It will require 7 days from placement for the concrete to reach sufficient strength to be driven over, by which time the contractor will reinstall the temporary gravel ramps.
On Tuesday Park Construction laid another 850 tons of asphalt between Quincy and Central Ave. This section just has the final 2 inch surface to be placed towards the end of construction. Sidewalks are also being prepared for paving.
Xcel energy are scheduled to come in at the end of next week to begin moving the power poles to behind the new curb on this section to enable the shared use trail to be constructed.
October 16, 2017 update
Concrete curb and driveway aprons - Central to Johnson (tentative)
Wednesday 18th to Friday 20th October 2017
Park Construction plan to begin installing concrete curb between Central & Johnson this Wednesday 18th October. This will be followed with pouring Driveway and Alley aprons this week. Access will be blocked to driveways directly accessing on to 18th Avenue starting Wednesday 18th.
What to expect
On Wednesday morning (weather permitting) the curb will be placed via machine along one side of the street and back down the other side between Central and Johnson. They will need to set up string lines across driveways so please ensure cars are moved to side streets before Wednesday morning.
After this has been completed, the crew will set up formwork on the driveways and pour concrete starting on the south side and then the north side of the street. It will require 7 days from placement for the concrete to reach sufficient strength to be driven over, by which time the contractor will reinstall the temporary gravel ramps.
All solid waste and recycling pickup dates will not change and crews will pick up at the usual locations.
October 13, 2017 update
Paving update
Bituminous paving between central & Johnson
Park Construction have completed the first layer of asphalt paving this afternoon between Johnson and Central meaning here will be no work required on Saturday 14th.
So far around 2200 tons of asphalt have been laid of an estimated 8700 tons to complete the project! There will be another 4 x 2 inch layers of asphalt put down before the road reaches its final grade. First we plan to begin laying the concrete curb next Wednesday 18th October (weather permitting). They will follow up with pouring concrete driveway aprons between Central and Johnson. Notice will be given before the driveways/alley aprons are poured, for residents who access their properties directly onto 18th Avenue to arrange alternate parking while the concrete cures
October 11, 2017 update
Bituminous paving between Johnson and Central
(Tentatively scheduled)
Thursday 12th to Saturday 14th October 2017
The first layer of asphalt roadway paving along 18th Ave NE tentatively is scheduled for Thursday to Saturday this week. All residents and businesses that access their property directly off of 18th Avenue NE are encouraged to begin parking on the north - south cross streets from this evening, as there will be a number of preparations which will make access into and out of driveways directly on 18th Ave difficult.
What to expect
On Thursday morning (weather permitting), Park Construction will begin Paving from Johnson Street and head west toward Central Ave. Cross streets on 18th Avenue will be closed to traffic accessing 18th Ave on a rolling closure. Intersections may be temporarily blocked while paving operations are in progress. Temporary driveway ramps will need to be removed while they pave and restored once the paving is ready to be driven on later in the day
Following the roadway paving, curb and gutter, driveway & alley aprons and sidewalk will be placed. Once these concrete structures are poured they again will be blocked off to allow the fresh pavement to cure for 7 days. If the approach to your driveway is on 18th Avenue, we will notify you in advance of placing your new driveway approach and ask you to park at another location while the concrete cures.
October 6, 2017 update
Concrete Paving
After heavy rain on Monday night, the schedule was pushed back a day. However, Park Construction & Curbmasters finished laying the concrete section of the street between Quincy & Monroe. They followed this by installing concrete curb and driveway aprons between Quincy and Central on Wednesday & Thursday.
The concrete crew use a combination of slip formed curb through a machine and hand poured sections using formwork around intersections, catch basins and driveways. After the concrete has cured, they will continue to prepare the sidewalks for paving and also build up the asphalt layers between the curb to full height. A total of 8 inches more asphalt will be placed between the curb to the finished driving surface.
After the concrete has been laid it will take a number of hours until it can be walked on without leaving marks. Please be extra careful around the fresh concrete while it is being poured and setting. Curbs are sprayed white after installation, this is a curing compound which regulates the moisture content in the concrete while it is setting.
Asphalt Paving
Mid week next week, Park Construction plan to begin laying asphalt from Johnson and heading towards Central Avenue. As they lay the asphalt, it will not be able to be driven on until later in the day when it has cooled and stiffened. We will provide letters to properties through 18th Avenue requesting cars be relocated during paving operations.
Electric Conduit
The electrical contractor is also installing gray PVC conduit which will sit behind the curb. This will be used for traffic signals as well as future use.
Xcel Energy
In the coming weeks. Xcel will begin the process of relocating the power poles as the new curb is placed through the project. This will involve planting new poles, transferring cables and removing the old poles to allow the shared use trail to be constructed. Further notice will be provided by Xcel to any customers who may be affected during transfers.
Please be aware once the concrete has been placed it will not be able to be driven over for a minimum of 7 days to allow the concrete to reach sufficient strength. We will speak to the affected business & residential properties prior to placing the concrete to ensure alternate access arrangements are in place.

Paving update - Curb and driveway aprons between Quincy Street and Central Avenue
Due to unforeseen weather early last week, unfortunately the schedule for pouring concrete between Monroe and Central was pushed back a day. The contractor laid the south side of the concrete street today between Monroe and Quincy, they plan to lay the remaining north side on Monday. This will be followed by curb and driveways from Quincy to Central. As always this is subject to change depending on favorable weather conditions. We will inform you of any further schedule changes as soon as possible

Park Construction have also been continuing laying gravel between Taylor and Tyler. The final section of gravel will be laid between Tyler and Central next week after which they will prepare the grade for asphalt paving. Curb and driveway aprons between Quincy Street and Central Avenue – Thurs 28th & Fri 29th September 2017 (Tentative dates)
The first layer of asphalt paving was successfully completed today between Quincy and Central Avenue. Park Construction plan to lay the concrete paving from Monroe to Quincy on Thursday 28th Sept followed by the curb and driveway/alley aprons from Quincy to Central on Friday 29th September. This is subject to change dependent on weather conditions and unforeseen circumstances.

Bituminous paving between Quincy Street and Central Avenue – 9/22/17
Paving began this week with the concrete curb being laid between Monroe and Quincy. Park Construction plans to pave the first layer of asphalt between Quincy and Central this Friday 22nd September, subject to weather and unforeseen circumstances.
18th Avenue will be closed to traffic between Monroe and Central while paving operations take place until the asphalt is safe to drive on later in the day. Alleys and side streets will be accessible from 18th ½ Avenue. For those using the Thorp Building, access will be maintained via the Central Avenue entrance. Please take extra care when crossing 18th Avenue during paving to avoid construction traffic and walking on the asphalt surface before it is safe to do so. There will be personnel on site who can instruct you where to cross.
Further access restrictions will be in place when laying the asphalt paving and concrete curb/driveways through the rest of the project. Notice will be given prior to these being scheduled.

After we complete this work we will remove our construction debris and place new topsoil and sod where it was disturbed. We plan to place sod in the fall of this year. Any private lawn sprinkler systems, decorative carriage walks, special flowers, bushes or other decorative lawn items in the City right of way are the responsibility of the property owner. September 18, 2017 update
Park Construction Work
All storm sewer work has now been installed on the project including 59 new catch basins and approximately 2200 feet of upgraded storm pipe! This means the majority of underground work has now been completed. You may notice the gray plastic duct rolled up between Johnson and Fillmore St. This is being installed by our electrical contractor and will be placed behind the concrete curb once it has been constructed.
Park Construction was due to lay concrete curb today from Monroe to Quincy but this has now been postponed until tomorrow & Wednesday due to bad weather. The curb will require several days to cure before the concrete street can be poured between Monroe & Quincy. We plan to carry out asphalt paving between Quincy and Johnson within the coming weeks and will send more specific information regarding hours and traffic control through further updates.
The section between Central and Fillmore has begun to be graded this week in preparation for the asphalt paving.
Please take extra care using the temporary gravel surface to access properties. Using side streets wherever possible would be preferred, especially when excess rainfall is currently predicted.
City Water Dept.
The concrete roof has now been installed onto the chamber at Lincoln intersection and is now ready to be backfilled.

September 8, 2017 update
Park Construction Work
Park Construction plan to begin laying concrete between Quincy and Monroe St at the end of next week. Please be aware this is subject to change due to weather conditions or other unforeseen circumstances. The sidewalk on the north side of 18th will now be closed between Jackson and Monroe except for resident access. This will remain closed until the concrete is poured, with a pedestrian detour via 18th ½.
The sewer crew have been working on storm sewer installation between Fillmore and Central and will finish this along with Sanitary manhole reconstruction next week. Park will then follow up with laying gravel to this section.
Work on the Monroe signal foundations will continue next week.

Center Point Energy Work
Michels moved out earlier this week making it a bit quieter with construction traffic. They have restored the road at Central but the intersection with 18th on the east will remain closed while works progress.
