Phased permit policy

A phased permit lets you start part of your work before you submit documents for the entire project.

About

Building officials can give permission for specific parts of work to begin before you submit construction documents for the entire structure, according to Minnesota Building Code.

See MN State Building Code section 1300.0130 Subp 8

These permits are known as phased or partial permits.

We will only allow phased permits for big or complex new projects. This applies to new buildings that:

  • Cost more than $25 million to build; or
  • Take more than 22 months to build

Single-family homes, duplexes, and townhouses cannot get phased building permits.
