The City of Minneapolis Department of Finance & Property Services - Procurement is vested by the City Charter and the Code of Ordinances with the responsibility of procuring goods and services for City departments and boards. It also includes the Contract Management Office responsible for the administration of city Contracts, Purchasing card program, Target Market Program, Accounts Payable and Central (Warehouse) Stores.

Sales tax exemptions
Local governments are currently exempt from paying State of Minnesota sales tax. These changes can be viewed at the Minnesota Department of Revenue.
State of Minnesota requires vendors to obtain an ST-3 exemption certificate to substantiate a full (State & Local) sales tax exemption on sales to Minnesota cities, counties, and townships. Please see the form below:
Certificate of Exemption (ST3 Form 2022)
The City of Minneapolis has completed all of the necessary information on this form as the purchaser. Please complete any additional information on the form such as name and address of seller.
By receipt of this ST-3 Form, you should provide the City of Minneapolis sales invoices exempt of State and City sales tax effective with any purchases or services made.

Rules about Gifts
Chapter 377 of the Minnesota Statues prohibits gifts from interested persons to local officials. "Local officials" includes any individual who purchases, advises or recommends on the purchase of goods and/or services.
List of vendors to potentially assist with rebuilding Minneapolis businesses
The vendors included on this list have qualified for the City of Minneapolis' Target Market Program and may be able to help local businesses rebuild following damages sustained and needs arising from the recent protests and the COVID-19 pandemic. The Target Market Program is aimed at expanding opportunities for historically underutilized small businesses and stimulating the local economy. These Target Market vendors have self-certified that they can provide goods or services in the following categories: abatement services; building restoration; cleaning supplies for COVID-19 cleanup; construction site clearance; demolition; general contracting; hazardous material disposal; janitorial services; personal protective equipment; safety supply gear; and/or signage.
The City invited all Target Market vendors in these categories to participate in this list, and all of those who consented to such participation as of June 15, 2020 have been included. The City may update the list periodically. The comments and descriptions included below were provided by the vendors, generally upon their self-certification into the program.
