Appeal details

The online appeal form requests the following information:

  • Appeal type
  • Violation number
  • Violation address, if applicable
  • Appeal description
  • Supporting documents or photographs

Next steps after filing an appeal

After you submit an appeal:

  • You'll receive a confirmation email from Administrative Hearings staff.
  • You may receive a follow up email or phone call if we have questions about the appeal. 

Scheduling a hearing depends on the type of appeal:

  • If you appealed an administrative citation, you'll receive a notice in the mail with the date, time and assigned hearing officer.
  • If you appealed a special assessment or disputed a utility bill, check the assessment notice for:
    • Hearing date and time
    • Assigned hearing officer

You must file an appeal to appear at the hearing. If you appear at the hearing without filing an appeal ahead of time, we will not be able to hear your case.

You can also mail an appeal or submit it in person.

Appeal by mail

To mail an appeal, follow the instructions on the:

  • Administrative citation
  • Notice of Intent to Assess letter
  • Utility Billing mailing

Appeal in person

To submit an appeal in person, bring it to the City of Minneapolis Service Center.

Appeal your animal citation

If you're appealing a citation that was issued by Minneapolis Animal Care and Control, do not bring it to the City of Minneapolis Service Center. Instead, bring your appeal to Animal Care and Control during shelter hours or mail it directly to the shelter.

Deadlines

You have a limited timeframe to submit an appeal.

Administrative citation appeal

  • You must file an administrative citation appeal within 25 days of the date the citation was issued.
  • The due date is on the citation.

Special assessment appeal

You must file a special assessment appeal by the due date on the Notice of Intent to Assess letter that you received in the mail.

Utility billing dispute

You must file a Utility Billing dispute at least 15 days before the scheduled hearing date.
