On April 27, 2007, the Minneapolis City Council enacted changes to primary zoning designations in the Franklin Avenue LRT station area. In order to determine appropriate zoning designations, staff consulted a variety of sources. The primary sources for decision-making were adopted plans and studies that involved public participation and input. These included the Franklin-Cedar/Riverside Transit Oriented Development Plan and the Development Implementation Plan for the Franklin Avenue LRT Station Area.

The updated zoning map can be viewed by clicking on the link below. Parcels with new zoning designations are outlined in green. The most significant changes involve the upzoning of three quadrants adjacent to the LRT station. These changes allow for high density mixed-uses, something not possible under the previous Industrial zoning. In most cases, development rights are increased by the changes.
