As a first step towards implementing the Lowry Avenue Strategic Plan, a rezoning study for the study area was initiated in conjunction with the planning process. The goal is to review the zoning of property along and near Lowry Avenue, and propose changes as warranted, with the goal of supporting the future vision for Lowry Avenue.
The proposed zoning changes were reviewed by the City Planning Commission at its November 15, 2010 meeting, and will be put on the City Council agenda for review and adoption after the Metropolitan Council has completed its review of the Lowry Avenue Strategic Plan and associated modifications to the City’s comprehensive plan.

City Council Review and Approval
The rezoning study is scheduled for the October 5, 2011, Zoning and Planning Committee of the City Council. The meeting is in Room 317 of City Hall (350 South 5th Street) at 1:30 p.m.
The City Council acted to adopt the Lowry Avenue Corridor Plan and the proposed comprehensive plan modifications at its December 17, 2010 meeting. The adoption language is as follows:
"Your Committee, having under consideration the Lowry Avenue Strategic Plan, now recommends concurrence in the recommendation of the Planning Commission that the findings prepared by the Department of Community Planning & Economic Development staff be adopted, that said Plan be adopted as a small area plan for Lowry Ave N from Interstate 94 at the east to County Road 81 at the west and as an articulation of and amendment to the policies found in The Minneapolis Plan for Sustainable Growth,
