Minneapolis submitted to HUD an application for the Neighborhood Stabilization Program 2 (NSP2) funds under the American Recovery and Reinvestment Act, 2009 on July 17, 2009 as lead applicant in a consortium with the City of Brooklyn Park and Hennepin County. HUD announced the NSP2 awards in January 2010.
The total NSP2 award is $19,455,156 and will impact approximately 405 units. This includes allocations of $15,424,156 to the City of Minneapolis, $2,344,000 to the City of Brooklyn Park and $1,687,000 to Hennepin County.
Minneapolis NSP2 resources include: $1.5 million to provide approximately 70 homebuyers with down payment and closing cost assistance; $3 million to allow the City to acquire, demolish and hold approximately 56 properties for future redevelopment; and over $9 million for the rehabilitation of approximately 54 units of rental property and 80 homes for homeownership.
