Section III: City Financial Assistance
- Clarification of the application of the UHP policy to City land sales. This includes the development of both:
- Rental units
- For-sale units
- Updates to the Pass-Through Funding waiver requirement.
Section IV: Inclusionary Zoning
- Clarification of Inclusionary Zoning (IZ) affordability standards. This covers student eligible housing rented by the bedroom.
- Extension of the IZ Delayed Phase-in Exemption for Smaller Projects. The change would allow more time for projects of this size to adjust to IZ Requirements given current market conditions.
Proposed change:- From six months after 500 units have been permitted across projects with 20-49 units
- To 24 months after 500 units have been permitted across projects with 20-49 units
Section V: Community Preference Policy (new addition)
New language adding a Community Preference Policy to serve current and previous Minneapolis community members. The focus would be on anti-displacement of communities that are disproportionality impacted by economic forces, including:
- Black
- Indigenous
- People of Color
- Immigrants
- Low wealth individuals
City programs will decide on a case-by-case basis whether to apply this policy to the program funding requirements.
