When to apply for a permit

You will need a permit if you want to include certain items in your boulevard garden.

A permit is required for:

  • Fences
  • Irrigation systems
  • Other fixtures
  • Alternative ground cover (such as landscape rock and mulch)

Permits provide an opportunity for communication. They document and explain responsibilities associated with having special items in the boulevard.

Items that require a permit

Ground cover and mulch

  • Mulch for more than 6ft parallel to the curb
  • Landscape rock
  • Stones

Fixed items

Anything that is fixed in place on the boulevard requires a permit.

  • Fences
  • Ornaments
  • Irrigation systems
  • Birdbaths
  • Pots
  • Stepping stones
  • Other items

Gardens on parkways or park roads

The City's boulevard gardening ordinance does not apply to parkways and park roads. 

If your garden is located on a parkway or park road managed by the Minneapolis Park & Recreation Board, you must contact them for a separate permit.
