Construction permit applicants

Homeowners and contractors can apply for construction permits. The person doing the work should prepare the application.

Property owners

1 to 4-unit dwellings

Individuals who own and live in a unit can apply for a permit to do their own construction work.

  • You must show a valid photo ID.

You cannot apply for a permit to do your own construction work if you are a:

  • Corporation
  • LLC
  • Partnership

Attached or detached single-family homes

Individuals who own and live in the home can do their own plumbing or mechanical work.

  • You are not allowed to work on gas-fired heating equipment.

You cannot apply for a permit to do your own construction work if you are a:

  • Corporation
  • LLC
  • Partnership

Licenses

If you build or improve more than one property within any 24-month period you must have a valid:

  • State of Minnesota Residential Building Contractor License, or
  • Residential Remodeler License

State residential and remodeling contractor licensing

Contractors

Contractors who want to apply for a building permit must show proof of:

  • A residential specialty contractor license, or
  • One of the following State of Minnesota licenses
    • Residential Building Contractor License
    • Residential Remodeler License
    • Residential Roofer

City residential specialty contractor license
