The Development Framework shows the vision for how the New Nicollet site should look and work. It includes ideas from the community gathered in Phases I, II, and III. The Framework explains how we will move forward with building on the New Nicollet site. 

Framework includes: 

• Guidelines for building uses 
• Research on what type of businesses and homes are needed 
• Plans to help people stay in the community and build wealth 
• Steps for putting the plan into action over time 
• Summary of what the community thinks and wants
