Code compliance inspection process

We explain how to schedule an inspection and do the rehab so you can obtain a code compliance certificate.

Steps

Step 1

Prepare for an inspection

You need to meet the following requirements by the date of inspection.

Cleaning requirements

The building must be completely cleaned out and free of:

  • Furniture, clothing, personal belongings
  • Food stuffs, human waste, animal and bird feces or dropping
  • Anything else that may be unsanitary, hazardous and prevent a proper and thorough inspection

Access requirements

Inspectors need access to all areas of the building, including the attic, basement, garage and accessory buildings. Make sure there is:

  • A working lockbox
  • An accurate lockbox code
  • A representative at the site

If you don't meet these requirements

  • We won't inspect the building, and
  • You'll be charged a fee
Step 2

Schedule the inspection

Review the application form and the statement of understanding on the form.

Submit the application form and fee.

  • Get fee information

Allow at least two weeks from the date of application to the date of inspection.

Step 3

Get repair orders and complete repairs

After we complete the inspection, we'll email you a set of repair orders.

  • It takes at least seven days to prepare and send the orders.
  • You are responsible for sharing the repair orders with interested buyers.

Before you make the repairs, you must:

  • Submit a $4,000 refundable deposit.
  • Get the construction permits you need to make the repairs.

Step 4

Obtain all required permits

  • Building, plumbing, mechanical and electrical permits are required for all work done on the property. 
  • Submit the code compliance orders along with any other required documents, such as construction plans or structural engineering, to obtain the building permit. 
  • On the permit application, identify:
    • That the work is for code compliance rehab 
    • The code compliance order number
Step 5

Complete the work and pass all inspections

  • Start the work and pass each of the milestone inspections required for each permit.
  • After the work is completed, the property must:
    • Pass a final inspection.
    • Be issued a certificate of code compliance.

Step 6

Receive your certificate of code compliance

After all the code compliance orders have been completed and approved:

  • A Certificate of Code Compliance shall be issued to the owner or owner's representative.
  • The certificate shall indicate that the property is safe to be occupied.
