You can go to Property Info and follow the prompts. When you get to the property summary page, scroll about half way down and you can see the active parcel flags. Flags on the property will be listed here. If the property is condemned requiring code compliance it will show "Condemned CC required".
1 and 2 unit dwellings (single family/duplex) that are condemned requiring code compliance must have a code compliance inspection report issued prior to legally offering the property for sale.

No. The report cannot be used to sell the property. Once a property is condemned requiring code compliance, any Truth in Sale of Housing report becomes INVALID.
Yes. Work is not allowed at the condemned property without a valid code compliance inspection report and all necessary fees paid and processes must be complied with.

Walk-in customers for code compliance may have a longer wait time so staff can gather information and often will need to return at a later time. Appointments made in advance can usually be made for the same day if you contact us in the morning otherwise the next business day.
The owner of the condemned property is the responsible party. However, the owner may choose to have someone make application, pay for and schedule the inspection on his or her behalf. This can include an agent, representative, family member, advocate, bank, management company, contractor, etc. The person doing this on behalf of the owner must provide access to the property and comply with all of the scheduling and application processes.

We are typically booked one-and-a-half to two weeks in advance for scheduling inspections. The inspection cannot be scheduled until the application and fee have been received and processed.
There does NOT need to be anyone at the property for the inspection. The inspectors cannot remove any boards to access the property. They can use a lockbox if provided when the application is made. The inspectors must be able to access all areas of the property including the basement, attic and garage if there is one.
Yes. The property must be completely cleaned out. Meaning, free of trash, food stuff, personal property, furniture, construction materials, animals (dead or alive) human waste and feces, animal feces, bird droppings, any other hazardous materials. You cannot store belongings in the garage.
It will be a MINIMUM of seven business days after the inspection before the orders will be available. We will email the orders to the applicant as soon as they are ready. If email is not an option, we can also fax them or send them by US Mail. You can also pick them up by making an appointment in advance.
No. Occupancy is not allowed until all work orders have been completed, inspected and approved with a certificate of code compliance issued. It is unlawful to offer a condemned property for sale without the code compliance work orders being issued. This includes listing on the MLS (TNA not allowed) advertising on internet sites, putting a sign out, word of mouth, etc. Work is not allowed until all required fees and processes have been complied with.
No. Once you purchase a condemned property, you must complete the entire project and have a certificate of code compliance issued before you can offer the property for sale, rent or occupy. The orders are only valid for one sale and a condemned property can only be sold one time before it MUST be rehabbed.
No. Once you purchase a condemned property, you must complete the entire project. The Ordinance does not take financial situations into consideration. We recommend that you take all costs and out of pocket expenses into consideration before purchasing the home.
A homeowner may be able to pull the required building permit for the scope of the rehab IF the property is registered in the homeowners' name. If the property is in the name of an LLC, Corporation, IRA, Bank or other financial institution, non-profit, business, trust, City, County or State, a licensed general contractor is required to pull the building permit and perform all of that work. All plumbing, heating, mechanical and electrical work MUST be completed by licensed contractors with all required permits pulled.
The $4,000 deposit is required before any work can begin or before any permits can be pulled. The deposit must be paid in the form of a CASHIER check. Personal or business checks and credit cards CANNOT be accepted. An appointment must be made prior to coming down to our office to pay the deposit. There may be other fees due to other departments that are required before the permit process can begin.
Yes. The deposit must be paid in person. The deposit can be paid by someone on the behalf of the owner. The deposit will be refunded to the name listed on the statement of understanding. The statement of understanding is completed at the time the deposit is paid. The person completing the form is responsible for listing the appropriate person to refund the monies to.
The Ordinance allows 6 months from the date the deposit is paid for total completion. The Ordinance allows a (90) ninety day extension if the project is at least 50 percent complete. Our policy is that all required permits MUST be pulled to be considered 50 percent complete. If that requirement has been met, we can grant the 90 day extension.
The $2000 deposit will be forfeited for non-compliance of the required timeline. If at the time of forfeiture all required permits have been pulled, you will not be required to pay an additional deposit and may continue working. If you do not have all your permits pulled, you will be required to pay an additional deposit and restrictions may apply to what work can continue. Please keep in mind that the work orders do expire and if the project goes too far past the timeline, additional inspection fees may apply.
No. As the permit applicant and holder, you are responsible for completing all of the work on the permit as well as have adequate knowledge of the city codes, ordinances and construction standards that must be met to comply with the orders. The city can inform you of violations, they cannot provide instruction and training on how to do the work. If you cannot perform the work to the required standards, you will be required to hire a licensed general contractor.
Unless you are a licensed contractor in that trade, you cannot pull a permit for that work. Licensed contractors are required for all plumbing, heating, mechanical and electrical work.
No. It is unlawful to offer a condemned property for rent as it cannot be lawfully occupied. There is a substantial fine assessed if you are caught offering a condemned property for rent and/or move people into a condemned property.
There is no way to speed up the process. The fastest way to order a code compliance inspection and receive the orders is to make application and pay for the inspection via credit card over fax or email. Make sure the property is completely cleaned out and that the inspectors can access the property for the inspection. You can estimate the wait time to be a minimum of three-and-one-half to four weeks from the date we process the application and fee to the date that you actually receive the report.
The orders are not available on the City of Minneapolis website at this time. The City will provide them to the applicant. It is the responsibility of the owner or agent to provide the orders to prospective buyers. Please contact the person offering the property for sale for the orders. If you have attempted to contact them and they are not providing the orders, call 612-673-5805 or email CCS Certificates and we will contact the responsible party and advise them of the requirement. We will also supply you with a copy of the orders as well.
