Wheelchair accessibility incentive

We reduce license fees for taxi companies who provide wheelchair rides anytime, day or night.

Overview

We help people who use wheelchairs get taxis in Minneapolis. Taxi companies that provide 24/7 wheelchair rides and follow the guidelines will pay lower license fees.

Incentives

Companies with six or more wheelchair access vehicles

We will reduce license fees by the following amounts each year.

24 hour dispatch services $1,100
Medical transport license fee $1,050
Each wheelchair access vehicle plus one standard taxicab $998
Taxicab wheelchair surcharge (per vehicle) $21 

Companies with one or more wheelchair access vehicles

Companies with at least one wheelchair taxi and 24-hour service will save $499 per year for each taxi.

Companies without wheelchair access vehicles

Regular taxis must pay a $20 fee each year unless the taxi company has at least 6 wheelchair taxis licensed in Minneapolis. Ride services without wheelchair taxis will have to pay a $10,615 fee each year.

Expectations

Performance review

If a taxi company is late too often, the City will review them each year to decide if they can stay in the program. If they disagree, they can ask for a fair hearing.

Response time

Taxis must respond to requests within 30 minutes, unless:

  • Bad weather
  • Road closures
  • Other problems making it impossible

Rider assistance

Drivers must help carry all items from the door to the taxi and from the taxi to the door at their destination. They must also make sure riders can get in and out safely.

Backup service

If a taxi company can’t provide a ride on time, they must contact another company in the program to help. The company should keep the rider updated until a taxi is available.

Driver training

Drivers must complete training on how to safely transport people using wheelchairs. The City must approve the training program.

Fare limits

Fares must follow the rules in Chapter 341 of the Minneapolis Code of Ordinances.

You must follow equipment rules. These include:

  • ADA standards
  • Minnesota STS certification
  • Safety checks
  • Credit card payment rules

Advertising

You must advertise that you offer rides to people in wheelchairs.
