Grand Ave S Reconstruction (Lake Street - 48th Street West)

In 2021, the Minneapolis Public Work Department plans to reconstruct 2.24 miles of Grand Ave S between Lake St and 48th St W. Reconstruction projects include complete replacement of the street infrastructure including pavement, curb and gutter. Sidewalk and boulevard condition are evaluated and are often included in the street reconstruction as well. Street reconstruction often provides an opportunity for safety enhancements, greening and other amenities.

To help prevent the spread of COVID-19, the project team is not currently attending in-person meetings per guidelines from the Minnesota Department of Health. The project’s preliminary design timeline has been extended to allow for additional engagement that aligns with social distancing guidance. To keep stakeholders informed and to continue to advance the project, the project team has recorded a narrated slide show to present the draft conceptual design and address frequently asked questions.

Next steps

The project team will be working to refine the draft conceptual design based on community feedback, technical constraints, and policy direction. The project team intends to present a design recommendations to the Policy & Government Oversight Committee (POGO) of the City Council in early summer of 2020. 

Please note that the City Council approved a modification of its operating structure that reduces the number of meetings and transitions to a one-week cycle. The changes are intended to streamline and flatten the council's structure to be more flexible and responsive to community needs during the local public health emergency while adhering to health guidelines. Draft design concept

The draft conceptual design for the Grand Avenue Reconstruction Project includes a wider pedestrian realm with sidewalks and boulevards, bump-outs or curb extensions at most intersections, chicanes or mid-block alignment shifts, and on-street parking on one-side for parts of the corridor and parking on both sides in other parts. This design will improve safety for all users, encourage safer travel speeds, greatly improve the pedestrian experience, support transit operations, and add space for plantings and greenery. This design will also maintain vehicle and commercial access throughout the corridor.

This segment of Grand Ave S is a collector street serving the Lyndale, Kingfield, and Tangletown neighborhoods. The adjacent land use is primarily residential in character, with a mix of single family homes and multifamily apartment buildings. There are several commercial nodes along the corridor, including at the intersections of Lake St, 36th St W, 38th St W, 46th St W, and 48th St W. Additionally, there are two schools located along the corridor at 34th St W and 38th St W and a park located at 48th St W and Grand Ave S. Washburn High and Justice Page Middle School are located one block southeast of the project.
