As CPED works to grow a sustainable city, we provide planning and zoning tools and assistance, support the City Planning Commission, the Zoning Board of Adjustment, and the Heritage Preservation Commission, and review proposed development activity in cooperation with other City departments. CPED’s role is to ensure that proposed development is consistent with the City’s vision for growth and development, as described in its Comprehensive Plan, and with the regulatory framework provided by the Minneapolis Zoning Code.
Land Use Applications and Handouts
CPED reviews all land use and planning-related permits in Minneapolis.
Boards, Commissions, and Committees
Certain projects require a public hearing. CPED works with and provides analysis and staff recommendations to the City Planning Commission, the Zoning Board of Adjustment, and the Heritage Preservation Commission. Each board or commission meets approximately every two weeks.
- City Planning Commission. The City Planning Commission is a citizen’s committee that advises the City Council regarding long-range planning and makes decisions regarding various land use and development applications.
- Zoning Board of Adjustment. The Zoning Board of Adjustment consists of nine community members appointed by the City Council and hears matters of zoning appeals, zoning variances, and the establishment of legal nonconforming rights.
- Heritage Preservation Commission. The Heritage Preservation Commission serves as a citizen advisory body to the City Council on the preservation of historically and architecturally significant buildings, districts, and sites, and allowing modifications on these properties for contemporary use.
- Zoning and Planning Committee of the City Council. The Zoning and Planning Committee makes recommendations to the City Council regarding amendments to the Zoning Code, applications for rezonings, and applications for vacation of streets and alleys following City Planning Commission decisions. The committee also hears appeals from decisions of the City Planning Commission, the Zoning Board of Adjustment, and the Heritage Preservation Commission.
