Overview

We are looking for a development team that cares about the community to rebuild the City-owned empty lot at 427 Cedar Ave South (where Dania Hall used to be). This Request for Proposals (RFP) invites developers to send in their ideas for how to use the property. The RFP gives all the information needed to help prepare a strong proposal. It will stay open for 6 months.

In 2025, we worked with the community to gather ideas for the site. The goals in the RFP come from those meetings and conversations.

Informational meetings

We hosted optional informational meetings. We explained the site and how to submit a proposal. These meetings were on: Nov. 4 (online), Nov. 19 (in person) and Nov. 25 (in person). During these meetings, we addressed all questions raised by attendees.

Questions

We accepted questions about the RFP until Jan. 12, 2026. Questions and answers were posted on Jan. 15, 2026.

Deadline

Proposals were due by 3 p.m. CDT on Thursday, Apr. 9, 2026. The City reserves the right to modify or reject any and all RFPs at our sole discretion.

Proposals received after the deadline are not accepted.
