Bassett Creek Valley

Bassett Creek Valley is a 230 acre area just west of downtown Minneapolis with a mix of industrial, commercial, municipal, park, and residential uses.

Overview

Bassett Creek Valley is bound on the west by Cedar Lake Road, on the east by I-94, on the north by the Heritage Park redevelopment area and on the south by I-394.

Glenwood Avenue travels through the Bassett Creek Valley area providing a primary transportation route into downtown Minneapolis. The area contains International Market Square, a historic factory rehabilitated into successful designer showrooms and condominiums. The area also has the Bryn Mawr Meadows park and several newer commercial buildings. The area is adjacent to vibrant and diverse residential neighborhoods including Bryn Mawr, Harrison, and Heritage Park.

Planning and infrastructure

The City of Minneapolis owns and operates several public works activities in the Bassett Creek Valley, including the impound lot and the Linden Yards outdoor storage. Land use and community plans call for the sale and redevelopment of much of this acreage to catalyze development in this part of the City. Plans are now underway to construct a new impound customer facility accessed from the eastern side of Van White Boulevard. The current impound operations west of Van White Boulevard will shift to other areas so that most of the impound west area will be available for redevelopment. (Impound customer facility)

The Bassett Creek Valley Master Plan was adopted by the Minneapolis City Council in January 2007 after a long and unique community-led effort. The Bassett Creek Valley Redevelopment Oversight Committee (ROC) was established by the City Council in 2000 and includes representatives from the Harrison and Bryn Mawr neighborhoods including business owners and residents, and City Council Member and Mayoral appointments. ROC directed the development of the Master Plan and has continued to play a role in implementing the plan. ROC and the two respective neighborhoods solicited community participation and input for the plan.

Van White Memorial Boulevard is a north-south two-lane parkway-style roadway extending from Plymouth Ave to Dunwoody at I-394. The roadway was completed in 2013.

The Southwest Light Rail Transit line will include a Bassett Creek Valley station stop at Van White Boulevard near 394. The Bottineau Light Rail Transit line will include a station on Olson Memorial Highway. These transit investments are significant, and provide additional public focus to the area. (Transit map )

In December 2017 the Minneapolis City Council adopted the Van White Station Area Plan that updated the land use guidance for the area. Commercial, mixed use and office flex space are now the expected future land uses for much of Bassett Creek Valley.

2018 Predevelopment Study

the City received a $100,000 LCDA Predevelopment Grant from the Metropolitan Council to study a range of site issues for the City-owned property located at the intersection of Van White Boulevard and 2nd Street North and the portion of the current Impound Lot west of Van White Boulevard. In 2018 engineering and architectural consultants studied utilities including storm water, structural soil conditions, and the feasibility of constructing pedestrian trails and green space along Bassett Creek.

The study identified the portions of the study area better suited for building construction considering the many site constraints, particularly related to the existing sewer lines at Van White and 2nd, and flood plain elevations. The consultants also formulated a concept design for a layout of greenspace, flood and storm water management ponds, and trails to serve development and be accessible to the public as amenities.
