This registration is required for any equipment in businesses and buildings that potentially creates pollution, commonly referred to as an impact fee. Such equipment cannot be operated without proper registration.
PCAR submission and payment ensures the equipment or item has been inspected, maintained and is functioning satisfactorily.

As 2021 begins your Pollution Control Annual Registration is scheduled to expire on January 31, 2021. The Minneapolis Health Department has made the business decision to create a three-month grace and delay mailing invoices for 2021 PCARs until May 1, 2021. The invoices mailed on May 1st will have a due date of May 31st.
For unrenewed registrations a late fee statement is planned to be mailed on July 15th.
If your business plan has scheduled payment of your 2021 PCAR fees in the first quarter, please contact Minneapolis Information Services (Minneapolis 311) at 612-673-5807 to leave contact information so a staff member can reach out to process payment over the phone or arrange for payment by mail. When calling MPLS 311 please provide:
- Contact phone number
- Email address
- Business name
- Business site address
- Business PCAR License number
PCAR Mail Date: Last Friday or last business day of December each year.
PCAR Due Date: January 31st of each year.
Please note: If your PCAR License is not renewed by January 1st, additional fees up to 40% will be added on to the current year's principle. Contact us if you have any questions or concerns.
