Our online form is the easiest way to submit your appeal.

When to submit your appeal

Administrative citation appeals have to be filed within 25 days of when the citation was issued. The due date is on the citation.

Special assessment appeals have to be filed by the due date on the Notice of Intent to Assess letter you received in the mail. 

Utility Billing disputes have to be filed at least 15 days ahead of the scheduled hearing date.

What happens when you file your appeal

When you submit an appeal, you'll get a confirmation email from Administrative Hearings staff. You may receive a follow up email or phone call from them or other City staff if there are questions about the appeal. 

Different types of hearings are scheduled differently:

If you appealed an administrative citation, you'll receive a notice in the mail with the date, time, and assigned hearing officer.

If you appealed a special assessment or disputed a utility bill, check the assessment notice for information about the date, time, and assigned hearing officer. You must file an appeal to appear at the hearing. If you appear at the hearing without filing an appeal ahead of time, we won't be able to hear your case.

To mail an appeal, follow the instructions on the administrative citation, Notice of Intent to Assess letter, or Utility Billing mailing.

To submit it in person, drop it off at the City of Minneapolis Service Center.
