Seeking public comments on proposed Year 2024-2025 Housing Tax Credit (HTC) program documents

The City of Minneapolis is preparing the 2024-2025 Housing Tax Credit (HTC) Qualified Allocation Plan (QAP) and Procedural Manual for release later this spring. The program’s purpose is to help finance the production, preservation, or stabilization of affordable rental housing projects located in Minneapolis, through the Federal HTC program. The proposed changes are listed below and are noted in “track changes” mode in the draft documents. 

Comments regarding these proposed changes are being accepted until May 3, 2023 at 4:00 p.m., CDT. Deliver written comments or e-mail to Emily Carr.

Seeking public comments for the 2023 Affordable Housing Trust Fund (AHTF) Program and NOFA

The City of Minneapolis is preparing the 2023 Affordable Housing Trust Fund (AHTF) Program Policies and Procedures and the Notice of Funding Availability (NOFA) for release later this spring. The Program’s purpose is to help finance the production, preservation, or stabilization of affordable rental housing projects with 10 or more units in Minneapolis. This program is updated on an annual basis. All proposed changes (both substantive and administrative) are highlighted yellow in the draft documents. 

The deadline to submit comments is Monday, April 30, 2023 by 4:00 p.m. Please provide comments to Carrie Goldberg.

It is expected that these changes will be considered at the following meetings of the Minneapolis City Council and its committees:

Seeking input on Plymouth Avenue Apartments Tax Increment Financing Plan (the “Plan”)

The Plymouth Avenue Apartments TIF Plan has been prepared to help finance two new construction buildings located at 2309 Plymouth Avenue North consisting of 63-units of affordable housing. The project will consist of 14 studios, 45 one-bedroom and four two-bedroom units all affordable at 50% or less AMI. The site is within blocks of numerous bus routes and near the BRT-C at Penn and Plymouth Avenues North.

The TIF Plan establishes a new housing TIF district to finance the costs of a qualified housing development and includes a budget for the use of tax increment revenue generated by the new TIF district.

Seeking input on 1301 West Lake Tax Increment Financing Plan (the “Plan”)

The 1301 West Lake Tax Increment Financing Plan has been prepared to help finance the construction of an apartment building containing approximately 120 units of affordable housing at the southwest corner of the intersection of West Lake Street and Fremont Avenue South.

The TIF Plan establishes a new housing TIF district to finance the costs of a qualified housing development and includes a budget for the use of tax increment revenue generated by the new TIF district.

Seeking input on the 200 Central Tax Increment Financing Plan (the “Plan”)

200 Central will be a 27-story mixed-use apartment building in the St. Anthony Falls Historic District located at the intersection of Central Avenue and 2nd Street Southeast in the Marcy-Holmes neighborhood.  The 200 Central project will contain 359 apartments that will include 72 apartments affordable to households at or below 50% of Area Median Income (AMI), 108 apartments will be available to households at 80% AMI, and 179 apartments will be at market rate.  There will be 39 studio, 225 one-bedroom, 90 two-bedroom and 5 three-bedroom apartments.

The Plan establishes a new housing TIF district to help finance various public project costs and includes a budget for the use of tax increment revenue generated by the new TIF district.
