The Intergovernmental Relations (IGR) department is part of the City Coordinator's Office
Roles and responsibilities
The Intergovernmental Relations (IGR) Department has a Director and three Government Relations Representatives.
Director
The director has many responsibilities:
- Serving as the federal liaison
- Managing the IGR team
- Serving as the lead lobbyist on state issues as necessary
- Lobbying the federal legislative process to maximize the advantages to the City from federal programs
- Communicating regularly with federal elected officials and local elected officials and sharing information about issues that have an impact on the City
- Providing information to City leaders and departments about national organizations and about federal:
- Bills
- Hearings
- Regulations
- Reports
- Studies
- Agencies
- Congressional and Cabinet members
Representatives
IGR Representatives report to the Director. Their responsibilities include:
- Serving as liaisons of the City to the state government and other governmental entities
- Analyzing and research legislative proposals
- Proposing policy alternatives to the IGR Committee of the City Council
- Keeping elected officials and department heads informed of legislative activity
- Summarizing legislative enactments affecting the City
- Identifying future issues on which the City should take a position
Additional team responsibilities
The Government Relations team also works to enhance the City's partnership and communications with:
- Metropolitan units of government, including:
- The Metropolitan Airports Commission
- Metropolitan Council
- Regional operating commissions
- Local units of government, including other cities and Hennepin County
- Organizations such as Metro Cities and the League of Minnesota Cities
