Temporary structure building permit

We require a building permit to construct any new temporary or permanent structure.

Requirements

We require a building permit for an owner of a property or licensed contractor to construct any new temporary or permanent structure.

Any new business wishing to occupy a new or existing space, and prior to starting construction:

  • You must submit plans that are stamped by a Minnesota licensed architect and obtain all necessary permits before the granting of a business license.
  • We will review plans for code compliance and issuance. Depending on the specifics of your project, this review may also include or require approvals from other departments.
  • We will only issues a building permit after the plan review process is completed and compliance with all applicable regulations is verified by all agencies.

Required documents

  • Building Permit Application .  Estimate your fees with our Fee Calculation Worksheet .
  • Plot plan showing boundaries of the property, dimensions of the lot and all structures, setbacks to property lines and the location of all off-street parking spaces.
  • Three sets of complete plans, with stamps and signatures by a Minnesota registered architect.
  • For signs, three sets of complete plans prepared by a licensed sign company.
  • If a foundation will be poured, plans detailing the foundation of the proposed structure, stamped and signed by a Minnesota registered architect.
  • Proposed use of the structure stated on the title sheet of the plans.
  • Number of floors or levels in the structure.
  • Contractor's license if the permit is issued to a contractor.
  • Electricalmechanical plumbing or fire special event permits may also be required.

The following must comply with Chapter 1341 of the Minnesota State Building Code for people with disabilities:

  • Accessibility
  • Parking
  • Seating
  • Signage
  • Ingress and egress

Live load

Current Minnesota Building Code rules apply:

  • Office Live Load: 50 PSF
  • Stage Floor Live Load: 50 PSF Vertical and Horizontal 200 lbs any direction
    Handrails or Stair: 100 PSF or 300 lbs center span on thread
  • Snow Load: Minnesota Building Code 1303.1700
  • Ground Snow Load: Minnesota Building Code 1608
  • Basic Wind Speed: Minnesota Building Code 1609.3 and 1303.2200
  • Risk Category: Determine per Minnesota Building Code Figure 1609AB
  • Basic Wind Speed: 115 mph for Risk Category II; 120 mph for Risk Category III
  • Wind Exposure: Minnesota Building Code 1609.4

Special Note:
Check with the City Planning Department to see if your project is located within an historic district or will require a Planning Department review. If plan review is required, an approval must be obtained before applying for building permits.
