Pollution control annual registration

Minneapolis Environmental Services sends out a yearly registration to business owners, property owners, and landlords in the City. This registration is often called PCAR.

Pollution Control Annual Registration license

Pollution Control Annual Registration (PCAR) is required for equipment that could create pollution.

This equipment must have a PCAR when it is in a:

  • Business
  • Commercial building
  • Residential building with four or more units

PCAR is commonly called an impact fee.

Equipment cannot be operated without proper registration.

PCAR submission and payment ensures the equipment or item has been inspected, maintained and is functioning satisfactorily.

Important dates

PCAR Mail Date: Last Friday or last business day of December each year.

PCAR Due Date: Jan. 31 of each year.

Please note: If your PCAR License is not renewed by Jan. 31, additional fees up to 40% will be added on to the current year's principle.
