- Please note that since these ARPA grants are federal funds, there are extra terms and conditions that apply to these contracts.
- These requirements will be part of each solicitation (Bid/RFP) package.
We are required to apply the following guidelines when awarding ARPA-funded contracts
For commodities bids
- Award the contract to the lowest responsible, responsive bidder.
For professional services bids Request for Proposals (RFP)
- Award the contract to the bidder who submits the best proposal that meets the requirements of the RFP, regardless of price.
You should follow these guidelines when bidding on ARPA-funded contracts
For commodities bids
- Review the posted specification
- Submit a bid that meets the need at the lowest cost to the City
For professional services
- Review the Request for Proposal (RFP)
- Submit a proposal that effectively responds to the requested service needs

- Next, enter your business information and answer the questions provided on the form.
- You will receive a confirmation by email that contains your User ID and a temporary password.
