Stormwater Ordinance and Utility Credits Program Update Project

The City of Minneapolis (City) adopted its Water Resources Management Plan (WRMP) in October 2018. There are four water management organizations (WMOs) in Minneapolis that are affected by the WRMP:

These WMOs have requested that the City update its official controls as a condition of approval. Specifically, these controls are addressed in City Code Chapter 54, Stormwater Management.
In late 2018, the City began the process of updating City Code Chapter 54. As part of the process, the City commissioned research into and a summary of regulatory approaches to, and lessons learned about, stormwater management ordinances and utility credit programs, commonly referred to as benchmarking, across comparable cities in the United States. Combining reviews of the City’s stormwater management and its stormwater utility credit program are important to maintain coordination and work to achieve desired effects. The stormwater utility credit program will help motivate stormwater and land-use management changes, and the stormwater ordinance will ensure that engineering, financial, political, and other aspects are met. The benchmarking process concluded in July 2019.
Using the information generated through the benchmarking process, the City is working to engage its diverse group of internal and external stakeholders (residents and community advisory, technical advisory, and interdepartmental partners) to develop a flexible stormwater management code that maintains lakes, streams, and the Mississippi River.
