1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Insomnia Night Club & Lounge (319 1st Av N):

Approve Business License Operating Conditions relating to On-Sale Liquor Class B with Sunday Sales License.

Action Taken: Approved.

3. Hum's Liquor Store (2126 Lyndale Av S):

Approve License Settlement Conference recommendations relating to

Off-Sale Liquor License.

Action Taken: Approved.

4. Sedgwick Heating & Air Conditioning (1408 Northland Dr, Mendota Heights):

Approve settlement agreement relating to Combined Trades License.

Action Taken: Approved.

5. 2010 Special Assessment Levy:

a. Approve levying assessments for Levy 1103, CDBG Demo ($868,107.87);

b. Authorize Regulatory Services to continue to receive pre-payments until November 30, 2010 as allowable by law, at which point the final levy list will be sent to the Director of the Hennepin County Property Taxation Department.

c. Direct the Director of Hennepin County Taxation Department to place assessments against certain properties to defray the cost for unpaid administrative citations and civil fines issued in accordance with Chapter 2 of the Minneapolis Code of Ordinances.

Action Taken: Approved.

6. Rental Dwelling License at 3443 Washburn Av N:

Approve reinstatement of license to be held by Trio Investments, LLC,

Jesse Mausser.

Action Taken: Approved.

7. Fire Prevention Bureau:

Subject matter of an ordinance amending Title 9, Chapter 173 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Fire, amending provisions to effectuate the transfer of non-sworn fire prevention bureau staff to the Department of Regulatory Services (Glidden).

Action Taken: Set Public Hearing for November 29th Meeting.

8. Swimming Pool Code:

Subject matter of an ordinance amending Title 11, Chapter 231 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Public Swimming Pool Code, adding Minnesota Statue 144.1222 and MN rules parts 4717.0150 to 4717.3970 to comply with the Abigail Taylor Act related to pool safety (Glidden).

Action Taken: Set Public Hearing for November 29th Meeting.

9. Tobacco Licensing:

Subject matter of an ordinance amending Title 13, Chapter 281 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Tobacco Dealers, adding certain sections to conform with the new state law (Glidden).

Action Taken: Set Public Hearing for November 29th Meeting.

Quasi-Judicial Hearing

10. Property at 3822 6th St N:

Nuisance Condition Process Review Panel recommendation to adopt findings and uphold the Director’s Order to demolish the property.

Action Taken: Approved.


11. Fire Prevention Bureau:

Progress report on integration, training programs, and performance of all inspection programs between the Fire Prevention Bureau and the Department of Regulatory Services. (Also in PS&H)

No Action Taken; Staff Presented Report.
