Consent Items

1. Contract Compliance Quarterly Report:

Receive and file the quarterly report for the 3rd Quarter from the Contract Compliance division of Civil Rights.

2. Civilian Police Review Authority Quarterly Reports:

Receive and file the quarterly reports for the 1st, 2nd, and 3rd Quarters from the Civilian Police Review Authority.

3. Community Participation Program Recommendations:

Consider for approval Community Participation Program guidelines.

Action Taken: Recommend approval as amended, with two technical amendments as follows:

Amending the Community Participation Program Guidelines, under a portion of section IV, C, to read as follows:

An organization not approved for funding may file an appeal with the City Council NCEC. Such an appeal must be received within thirty calendar days of the notice of the decision by submitting it to the Neighborhood and Community Relations Department. The City Council NCEC may recommend to uphold the original decision or change the decision or request additional staff analysis. Recommendations of the NCEC to deny funding will be sent to City Council for final approval.

Amending a portion of Section IV, C, as follows:

If a n neighborhood organization is applying for recognition and first-time funding in a neighborhood that does not have an existing neighborhood organization, the NCEC may waive ing portions of the eligibility criteria in Section I.B. above to allow for funding of the new organization.

4. State Legislative Agenda:

Review proposals for 2011 Legislative Agenda, with final vote on all new items and substantial language changes for adoption.

Action Taken: Recommend approval of the recommended changes to the side by side list, and approved the new items list, with amendments to items 22 and 23, to read as follows:

Item 22: Eliminating Racial and Gender Disparities

Item 23: The City of Minneapolis supports policies to eliminate racial and gender disparities in employment and create employment opportunities for communities of color and women throughout the state.

5. Federal/State/Local Update:

Update, if any, provided by IGR staff.

6. Metropolitan Sports Facilities Commission:

Set Public hearing for Thursday, December 9, 2010, regarding the proposed Council appointments of the recommended nominees to the Commission.

7. Civil Rights Commission:

Set Public hearing for Thursday, December 9, 2010, regarding the proposed Council and Mayoral appointments of the recommended nominees to the Commission.

8. Police Civil Review Authority:

Set Public hearing for Thursday, December 9, 2010, regarding the proposed Council appointment of the recommended nominee to the Commission.

Action Taken: Public hearing set

9. Met Council Work Group:

Report back from the Metropolitan Council Work Group.

Action Taken: Introduction to the subject provided by staff, with direction that this item will appear on the next agenda with a full presentation
