1. Federal/State/Local Update:

2. State Legislative Agenda:

Review proposals for 2011 Legislative Agenda, with presentation of marked-up draft for discussion and substantial language changes.

3. Disparity Study:

Presentation by National Economic Research Association (NERA) relating to the City of Minneapolis 2010 Disparity Study Report, and opening of a Public Comment Period to run through December 3, 2010, at 4:30 p.m.

4. Resident Survey:

Approve recommendation to authorize the Neighborhood and Community Relations Department to negotiate and enter into a contract with National Research Center, Inc. to develop and conduct the 2010 and 2012 Minneapolis Resident Survey.

The Reports of Committees portion of the agenda is an opportunity for Council Members to review the recommendations from each committee coming forward to the full Council meeting the following day for consideration. There are no actions taken during this portion of the meeting, and no public comment is allowed.


1. The painting "Out of the Mist" by R.H. Perrizo will be presented to the City in commemoration of 350 years of the French in Minnesota by Alliance Française of Minneapolis St Paul prior to the City Council meeting of November 5, 2010.
