1. Roll call.

2. Adoption of the agenda.
Action Taken:  Adopted.

3.   Explanation of the purpose of the public hearing:

4.   Motion to suspend Council Rule VIII (2) (D) to allow members of the public to address the Council.
Action Taken:  Adopted.

5.   Public Testimony.


The meeting will recess to allow the Board of Estimate & Taxation to meet.


Report of the Ways & Means/Budget Committee

1.  2013 Tax Levies:
     Passage of Resolution approving the 2013 property tax levies, payable in 2014.
Action Taken:  Adopted.

2.  2014 General Appropriation Resolution:
     Passage of Resolution fixing the maximum amounts to be expended by the various City departments for 2014 for funds under the jurisdiction of the City Council and for which the City Council levies taxes and fees.
     Resolution; Amendments
Action Taken:  Adopted, as amended.

3.  2014-2018 Five-Year Capital Program:
     Passage of Resolution adopting the 2014-2018 Capital Program.
Action Taken:  Adopted.

4.  2014 Capital Improvement Bonds:
     Passage of Resolutions (4) requesting the Board of Estimate & Taxation to issue and sell City of Minneapolis bonds for various amounts for the 2014 Capital Improvement Program.
Action Taken:  Adopted.

5.  Utility Rates:
     Passage of Resolution designating rates for water, sewer, solid waste and recycling services, effective January 1, 2014.
Action Taken:  Adopted.
