Consolidated Plan

The City of Minneapolis prepares a Consolidated Plan and a Consolidated Annual Performance Report (CAPER) annually. These documents address the City's housing and community development and public service needs, and performance, in compliance with the U.S. Department of Housing and Urban Development (HUD) entitlement formula grants received by the City of Minneapolis: Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

The City of Minneapolis is amending its Consolidated Plan program description for single family housing programming funded with HOME Investment Partnerships funding. These changes are updates to the resale and recapture policies for funded single family projects. The changes to the resale and recapture policies will implement elements of the City’s new long term affordability strategies for ownership housing. Comments can be directed to [email protected] for the comment period of July 31 thru August 13, 2020 by 4:00 pm.

The Policy and Governance Oversight Committee of the Minneapolis City Council will conduct a public hearing on the City’s 2019 Consolidated Annual Performance and Evaluation Report at approximately 1:30 p.m. on August 20,2020.
