Emergency Stabilization Pilot Program

Program Eligibility and Requirements

The goal of the five-year Emergency Stabilization Pilot Program is to provide up to 12 units of affordable and appropriately sized rental housing to help stabilize City of Minneapolis households facing imminent displacement. Financial counseling services will be offered to participating households and enrollment in a Family Assets for Independence in Minnesota (FAIM) program is recommended.


The City will acquire up to 12 units that are vacant or recently renovated under either a City of Minneapolis or Hennepin County rehabilitation program in the Lind-Bohanon, Jordan, Hawthorne, Shingle Creek, Camden, Folwell, or McKinley neighborhoods.

Eligible Applicant

A household within the City of Minneapolis that faces imminent displacement (within 90 days) from the household’s rental unit due to the revocation of the landlord’s rental license or condition of the property. Applicants must be at or below 60% of area median income, as defined by the Department of Housing and Urban Development, at the time of application. Households must be appropriately sized for the number of bedrooms available in the unit:

Applicant Selection Process

When a unit of housing is available through this program, the availability of units (including the rent and any related costs) will be publicly posted on the City of Minneapolis website. Applicants will be screened for eligibility. If there is more than one eligible application for a unit of housing the City will apply the following steps for selection, starting with the largest units:

  1. The City or its designee will apply a preference for households that face displacement within 30 days or less.
  2. After step 1, if there is still more than one preferred application for a unit, the City or its designee will apply a preference to match larger households to units with the most finished square footage.
  3. After step 2, if there is still more than one preferred application for a unit, the City or its designee will do a lottery for the unit from the pool of preferred applicants to select a household.
  4. Upon completion of steps 1-3, if there are units available and remaining households do not meet the Minimum Household Size eligibility criteria, the City or its designee will allow for exceptions to the Minimum Household Size eligibility criteria.

Relocation Benefits

Tenants that move voluntarily or are evicted for just cause will not be eligible for relocation benefits. If the City or its designee decides to discontinue the Emergency Stabilization Program, current tenants will be eligible for relocation benefits for actual expenses for first and last month’s rent, moving expenses, and application fees or for downpayment and closing cost assistance for a home purchase up to a maximum of $5,000.
