Development Notices & Requests for Proposals
Following is a listing of active Requests for Proposals (RFPs), Requests for Qualifications (RFQs) and program nominations being solicited by the Department of Community Planning and Economic Development (CPED).
General Conditions are terms and conditions that the City expects all of its Contractors to meet. By proposing, the proposer agrees to be bound by these requirements unless otherwise noted in the Proposal. The proposer may suggest alternative language to any section. Some negotiation is possible to accommodate the proposer’s suggestions.
- The City of Minneapolis is seeking innovative and community-oriented developer(s) to redevelop one or both of two different sites at Lyndale Ave and W Lake Street intersection. They are: SITE A: a 1-acre surface parking lot known as the “Garfield Lot” and SITE B: 2920 Lyndale Ave S.
Lyn-Lake Parking Facilities RFP
Due to the City of Minneapolis State of Emergencies, the deadline to submit proposals in response to the Lyn-Lake Parking Facilities RFP has been postponed until future notice. CPED will reassess the future of the RFP later in 2020 and will provide updates as soon as we are able. Thank you for your patience.
- The City of Minneapolis is seeking proposals for redevelopment of two contiguous parcels of land in the Cedar Riverside neighborhood – Lot A, which is owned by the City, and Lot A1, which is owned by Hennepin County. Both lots are near and northwest of the corner of 4th Street South and Cedar Avenue.
- The City seeks to create an Africa Village cultural area and public market, which will provide both shopping and economic development opportunities for rising entrepreneurs. The development may also include affordable housing, public/community space and parking. Submissions were due by Friday, January 10, 2020 at 4:00 p.m.
Lot A RFP
- Livable Communities Program – The City of Minneapolis is a voluntary participant in the Livable Communities Program funded by the Metropolitan Regional Council. The program provides funding for communities to invest in local economic revitalization, affordable housing initiatives, and development or redevelopment that connects different land uses and transportation. The program is an incentive-based approach to help communities grow and redevelop to address the region’s affordable and lifecycle housing needs.

Local Housing Incentive Account (LHIA) – This funding source is applied for through Minnesota Housing’s annual Consolidated RFP.
- CPED is seeking applications for gap financing assistance for commercial development projects in neighborhood business districts through the Great Streets program. Open application period
- The City of Minneapolis is soliciting development funding proposals for the following housing programs:
• Emergency Solutions Grant (ESG) Emergency Shelter Program – The ESG program funds may be used to renovate, rehabilitate, and convert buildings for use as emergency shelters for people who are homeless.
• Emergency Solutions Grant (ESG) Essential Services – The ESG program funds may be used to deliver essential case management service to single adult emergency shelter users.
Proposals are due no later than 4:00 pm CDT, on Friday, July 31, 2020
Applicants should submit six unbound copies of their completed applications to the City at the address below. Applicants must also submit an electronic version of their completed application, including all exhibits to Tiffany Glasper. An application fee is not required for the ESG program. Applicants must also submit an executed “Consent for Release of Response Data” form. Application forms can be located on the City’s website at Requests for Proposals - City of Minneapolis.
The information being requested through this NOFA is necessary for the City to adequately evaluate your proposal. Failure to supply the requested information may result in rejection of your proposal. Faxed applications will not be accepted. Late applications may not be accepted. The City has the right to reject any and all applications. - The City of Minneapolis is soliciting development funding proposals for the Affordable Housing Trust Fund (AHTF) Program. The program’s purpose is to help finance the production, preservation or stabilization of affordable rental housing in Minneapolis. Learn more about the Affordable Housing Trust Fund (AHTF) Program.
Important: Applications will be submitted via SharePoint for 2020. Please contact Carrie Goldberg at your earliest convenience for access. A project application will be created for all required AHTF materials to be uploaded and submitted. To request SharePoint permission, applicants must include the email addresses for each team member that will need access to the application folder, the project name, and the project address.
Funding proposals are due by 4:00 p.m., CDT, on July 31, 2020 at which time SharePoint permissions will be removed. The City has the right to reject any and all applications at its sole discretion. - The City of Minneapolis is soliciting development funding proposals for the 2020 Low Barrier Housing Program Description (PDF). The program’s purpose is to help support creative, community-led, short-term housing solutions that are cost effective, culturally appropriate, leverage other public, non-profit, and/or philanthropic funding, and can be implemented within a one-year period.

- Minneapolis Homes: Housing Stabilization Pilot Program Notice of Funding Availability (NOFA) COVID-19 Update
Considering the emergency situation that now faces so many Minneapolis renter households, the Minneapolis Homes Housing Stabilization Pilot Program NOFA is providing the following updated focus for possible applicants:
- Proposals that demonstrate the most direct benefit to Minneapolis tenants living in 1-to-4-unit rental housing and that provide the most immediate relief to those impacted by COVID-19 will be prioritized.
- Applicants with the demonstrated capacity to serve Black, Indigenous, People of Color (BIPOC) 1-to-4-unit renter households (particularly those residing in the Near-North/Camden and Phillips communities) that have experienced a significant loss of income due to the COVID-19 emergency will be prioritized.
- Eligible activities under this NOFA include, but are not limited to:
- direct payment assistance to tenants;
- outreach and organizing to advise tenants of their legal rights;
- tenant advocacy;
- assistance for home purchase;
- and/or other assistance to 1-to-4-unit rental households impacted by COVID-19.

As rents have increased and vacancy rates have fallen, families with low to moderate incomes are faced with increasingly precarious affordability concerns with respect to one-to-four-unit rental properties.
The City of Minneapolis Community Planning and Economic Development Department (CPED) is now calling for community-led proposals to advance the work in one-to-four-unit housing. Qualified organizations are encouraged to propose activities, programs and initiatives that provide creative solutions to address barriers to housing stability for low-to-moderate income households living in one-to-four-unit rental housing in the City of Minneapolis.
Program funding may be allocated to one or more chosen applicants. Any entity authorized to do business in Minnesota and in good standing with the Secretary of State is encouraged to apply. Only one proposal per organization will be funded.
- Minneapolis Homes Request for Program Design Qualifications: Long Term Affordability Home Sale Model
The City of Minneapolis Community Planning and Economic Development Department seeks qualifications from outside organizations for home sale models that will achieve City goals for preserving affordable homeownership opportunities at 80% of area median income or less throughout the City of Minneapolis.
Qualified home sale models will be eligible to access long term affordability homebuyer assistance funds and properties restricted for sale through long term affordable home sale models in South and Northeast Minneapolis, subject to Minneapolis Homes program guidelines.

- CPED is a suballocator of Low-Income Housing Tax Credits (LIHTC) for the state. Tax credits are offered through an annual RFP process pursuant to the Qualified Allocation Plan. Proposals are due annually.
- Affordable Housing Trust Fund Program funds are used to provide gap financing (the difference between conventional financing and project costs) for affordable and mixed-income rental housing production and preservation projects. Proposals are due annually.
- CPED seeks nominations for projects to include in its new Higher Density Corridor Housing Initiative . The program provides a new funding source for public acquisition of sites for multifamily housing development on or near community, commercial and transit corridors. Open application period.
