About D-TAP

Attend a Small Developer’s Training in Fall 2019 (PDF) 

In every neighborhood in Minneapolis, there are small and medium size opportunities to enhance the built environment, improve the community, and earn a profit. In 2016 the City of created the Small Developers Technical Assistance Program (D-TAP) to promote the development of small, women and/or minority-owned developers and to take advantage of those opportunities available in the City. D-TAP offers a small developers training course to help expand the pool of real estate developers in Minneapolis. Find out about upcoming D-TAP trainings here (PDF).


The program has four main objectives:

  1. To build capacity and diversify the pool of small developers in Minneapolis.
  2. To educate new and inexperienced small developers in risk management and the real estate development process.
  3. To increase the likelihood of successful projects.
  4. To educate community partners and City officials on the real estate development process and help connect them to small developers.

Target Population

The program is targeting, but is not limited to, the following audience:

The D-TAP Small Real Estate Developers Training Class has instructed 229 small developers since the program was launched in 2016. Next course dates will be posted when available. We are looking to diversify our pool of course instructors.
