Plymouth Ave N Reconstruction

The City of Minneapolis is planning to reconstruct approximately 0.5 miles of Plymouth Avenue North between Xerxes Avenue North and Penn Avenue North.  The project will replace aging pavement and improve the right-of-way for all users and modes of travel. This project provides an opportunity to incorporate ADA compliant curb ramps, add boulevards with trees, address sidewalk obstructions, and improve the existing bicycle facility.

Recommended design concept

The Public Works recommended conceptual design for the Plymouth Avenue project was approved by the Policy & Government Oversight Committee (POGO) of the City Council on Wednesday, April 8, 2020 and by the full City Council on Friday, April 10, 2020. More information and meeting agendas are available on the City's website.

The draft design concept for the Plymouth Avenue Street Reconstruction Project includes sidewalks and wider boulevards on both sides of the street, protected bike facilities on both sides of the street (behind the curb at sidewalk level), bump outs or curb extensions and raised crosswalks at most sidestreet intersections, and on-street parking on one -side of the street.

This design will improve safety for all users, greatly improve the pedestrian and bicyclist experience, add space for plantings and improved stormwater treatment, and it will also maintain vehicle access throughout the corridor.

Project Type

This project includes full reconstruction of the entire right-of-way and will include new sidewalks, ADA pedestrian ramps, furnishing zones or boulevard space, bicycle facilities, curb and gutter, and utility improvements. The project will also include new signage, and new pavement markings.

Traffic impacts

Construction is anticipated to begin in 2021. During construction, residents, businesses, and visitors may expect traffic detours, noise, vibration, and dust in work areas. In addition, temporary impacts such as lane restrictions, intersection reductions, parking restrictions or revised pedestrian and bicycle routes may be expected during construction. Property access will be maintained throughout construction. Specific construction staging and traffic detour information will be posted here as the project gets closer to construction.
