President's Bike Boulevard
In an effort to connect a long existing bicycle network gap and create an enhanced pedestrian environment along East Hennepin Ave, Public Works will redesign the crossing at 5th Ave SE and Pierce St NE in 2020. Hennepin County will be resurfacing East Hennepin Ave from 8th St SE to Stinson Blvd; this will reduce the number of travel lanes from 4 to 3 and add buffered bicycle facilities for a portion of the corridor.

Project status
Project scope
The proposed .12 mile long project is scheduled to occur over the course of the 2020 construction season. The scope of the project will encompass the functional ROW and includes the extension of the north-side curb and inclusion of a new traffic signal to the intersection of 5th Avenue Southeast and East Hennepin Avenue. These operational safety upgrades are consistent with the City’s Compete Streets Policy by designing for vulnerable road users along a busy corridor.
The project compliments new buffered bike lanes to be added by a 2020 Hennepin County resurfacing of E Hennepin Ave between 8th St SE and Johnson St NE.
City and County staff are currently in the final stages of planning and design for the project building off feedback received during several community engagement events. Public Works relies on planning guidance and community input to inform the design of streets.

Public Works intends to advance a layout of these streets for City Council approval by 2020.
Public Works will be engaging stakeholders in the spring and summer of 2019 to understand what design elements are important to consider in the Beltrami Neighborhood. There may be opportunities to explore unique features and interests specific to the neighborhood as part of this project.
Construction updates
May 21, 2020 Update
Construction will begin on Tuesday, May 26, 2020 and is estimated to take 8 weeks. For the project duration, E Hennepin Ave will be reduced to one lane in each direction.
Project updates will be sent out periodically to inform residents and businesses on construction progress.
Week of May 26th work will include:
- Next week, the city will begin removing the north sidewalk, curb and gutter, and the north-most traffic lane of Hennepin Ave between 5th Ave and Pierce St SE.
- The city will install a temporary gravel entrance to the Miller Textile building parking lot shortly after removing the driveway apron to minimize disruptions to those businesses.
