Concrete Streets Rehabilitation

The purpose of the Concrete Streets Rehabilitation Program is to extend the life of some concrete city streets. This program is similar to the Asphalt Pavement Resurfacing Program with the objective to improve and maintain the roadway infrastructure. The goal is to target concrete streets that with proper concrete repair will extend the street’s life to improve ride quality and support neighborhood livability.

Program Background

An Explanation of Concrete Rehabilitation

Concrete streets generally deteriorate over time as water and salt enter joints and cracks. Poor drainage, underlying soil condition, and higher traffic volumes can accelerate the deterioration. The repair of concrete primarily consists of saw cutting, removing and replacing concrete joints that have deteriorated and other pavement distresses. Other repair techniques include removal and replacement of concrete panels if it is determined the condition of the concrete does not warrant salvaging the panel pavement. Other improvements within the project limits include upgrades to select pedestrian ramps, replacement of select curb and gutter, and a diamond grind resurfacing of the street pavement. For this type of work, it is anticipated that less than 25% of the pavement will be replaced. Concurrent with the street work, utility improvements will be completed associated with gas, water and sewer.

Project Areas

Waite Park (2019-2020)

Concrete street rehabilitation will be continued in the Waite Park neighborhood in 2019 and 2020. These concrete streets were constructed in 1967 and 1968 and are good candidates for concrete repair and resurfacing.

Schedule

The City of Minneapolis’ concrete rehab project will start tentatively on August 14, 2019.  The City will start the project in the SE portion of the project.  It is anticipated that a portion of the project will be completed in 2019, and the remainder will be completed in 2020.

Before the construction activities start, the street will be marked out for repair. As the construction date gets closer, advance notice signage will be placed on the street.  Notices will be delivered to residents whose block will start construction in advance of the work.  Additionally, if a driveway will be directly impacted, the contractor will notify you in advance of the work. They will leave a flyer at your front door, so please be sure to check this area regularly if work is taking place on your block. The advance notice for driveway work will be given the day before driveway impacts will begin.

Additionally, CenterPoint Energy will perform utility work either before or concurrent with street reconstruction.  They are upgrading gas mains and services. For more information on CenterPoint Energy's work, please visit CenterPoint Energy's Waite Park project page.

Traffic Impact

When the City’s contractor is actively working on a block, they will close the block to through traffic. If there are no driveways on a block, they may keep the block closed to traffic until all of the work is complete on the block. If your block is being worked on, please consider parking in your alley (if present) or on an adjacent street. Please give yourself extra time and be prepared to go in an alternate direction than intended. If your driveway is impacted, please be prepared to not use the driveway for a few days.  The contractor will work to minimize inconveniences, but there will be equipment and people that will need to work on the street to make these improvements. 

Additionally, due to the nature of concrete, it can take up to several days to gain the strength that it needs to allow traffic to drive on it.  This means that there will be times when there are lane closures and no one will be actively working on the street. If traffic drives on new concrete too soon, it could lead to cracking of the new pavement.  This could require the work activities to be re-done and additional inconveniences.  Emergency vehicles always have priority through our construction projects, and they will not hesitate to do what they need to do to respond to an emergency.

  • Wednesday, August 5, 2020: Concrete removal on Tyler St NE Righthand side between 37th Ave NE to dead end. Started sawing concrete on Hayes St NE between 37th Ave NE and Hollywood St NE; also sawing on Hollywood between Johnson St and Cleveland St NE
  • Thursday, August 6, 2020: Concrete removal on Hayes St NE and Hollywood Ave NE
  • Friday, August 7, 2020: Concrete pour Tyler St. NE , Hayes St  NE and Hollywood Ave NE

  • July 23 and 24, 2020: Concrete will be poured on Tyler St. NE southbound between 35th Ave and 32nd Ave NE
  • July 27, 2020: Sawing and Sealing will continue on 36th Ave NE and continuing on with streets in the area.

July 8, 2020

Diamond grinding was completed on 36th Ave from Polk St to Johnson St on Tuesday, July 7, 2020.

Diamond grinding started on Taylor St between 36th Ave and 35th Ave on Wednesday, July 8, 2020. Grinding will proceed to Fillmore St, Pierce St, Buchanan St and Lincoln St. between 36th Ave to 35th Ave.

Sawing will start 35th Ave and Tyler St on Thursday, July 9, 2020, and proceed to 32nd Ave on Monday, July 13, 2020. 

Removals will start at Tyler St from 35nd Ave to 32nd Ave on Tuesday, July 14, 2020. Concrete will be poured on Tyler St and 35th Ave on Monday, July 13, 2020. Once diamond grinding is complete on Lincoln St, grinding will start on 32nd Ave and 31st Ave between Johnson St and Cleveland St.

July 1, 2020

Diamond grinding started on Wednesday, July 1, 2020, starting on 36th Ave N between Polk St.NE and Johnson St NE. Once completed they will move to Lincoln St, Buchanan St, Pierce St, Fillmore St and Taylor St between 36th Ave N and 35th Ave NE.

Sawing will start on Thursday, July 2, 2020 on Polk St N between 36th Ave and 32nd Ave N.

Removals will start on Monday, July 13, 2020 on Polk St N between 36th Ave and 32nd Ave N.

Concrete pouring will start on Tuesday, July 14, 2020 on Polk St between 36th Ave and 32nd Ave N.

June 29, 2020

Starting diamond grinding on 36th Ave N between Johnson St and Polk St and between 35th Ave NE and 36th Ave NE on the following streets:

  • Lincoln St
  • Buchanan St
  • Pierce St

  • Taylor St

Following the above mentioned areas grinding will proceed on:

  • 31st Ave NE and 32nd Ave NE between Ulysses St and Johnson St.
  • 32nd Ave NE from Ulysses St to Garfield St
  • 31st Ave NE from Ulysses St to Hayes St NE

There will be no work on Friday, July 3, 2020.

June 17, 2020

We have completed the following work:

  • Continued to pour concrete on 36th Ave from Polk St to Johnson St northside

  • Poured concrete on 35th Ave and Tyler St. Replacing bituminous patch with concrete SW Quad
  • Other miscellaneous curb has been poured along with ped ramps on 36th Ave
  • Top soil restoration throughout project

On Thursday, June 18,  2020 we'll finish concrete pouring on 36th Ave, miscellaneous parking panels and ped ramps northside.

On Friday, June 19, 2020, we plan to do general project cleanup.

On Monday, June 22, 2020 we'll start milling particals depth on 36th Ave from Polk St. To Johnson St. and prep to pour on Tuesday, June 23, 2020.

June 9, 2020

Concrete was poured on 31st Ave and 32nd Ave between Johnson St and Ulysses St on the north side on June 9, 2020.

We started removals on June 8, 2020 on the south side of 36th Ave from Polk St to Johnson St NE, and completed on June 9, 2020.

We are pouring concrete on 36th Ave NE at Polk St and moving towards Johnson NE. W are finishing pouring concrete on the north side of 31st and 32nd between Ulysses and Johnson St.

We will be sawing on Friday, June 12, 2020 on 36th Ave NE on the north side

On Monday, June 15, 2020 we'll begin particles milling between Johnson St NE and Hayes St on 31st Ave NE, and between Johnson St NE and Garfield St NE on 32nd Ave NE.

June 3, 2020

We will be pouring concrete and placing topsoil at these locations:

  • 31st Ave southside and 32nd Ave southside between Johnson St and Ulysses St
  • Particals will be poured at Lincoln St to Taylor St
  • Between 35th Ave and 36th Ave

Concrete removal will start on Monday, June 8, 2020 at 32nd Ave and 31st Ave northside between Johnson St and Ulysses St, and on 36th Ave from Johnson St to Polk St. southside.

May 20, 2020

Removals started May 18, 2020 on 35th Ave and Lincoln up to 36th St then proceeded to 35th St and Buchanan St NE up to 36th St. The next street removed will be Pierce St in between 35th St and 36th St NE. Removals started on May 19, 2020 at 35th Ave and Fillmore St NE to 36th Ave NE, next 35th Ave and Taylor St NE. The same sequence for removals was used to pour back the streets and this was done May 20 and 21, 2020. This will be the second half of the streets.

Pedestrian ramps were removed at the following intersections:

  • 36th Ave NE and Filmore St NE SW
  • 36th Ave NE and Lincoln St NE SE
  • 36th Ave NE and Buchanan ST NE SE
  • 36th Ave NE and Pierce ST NE SE
  • 36th Ave NE and Taylor St NE SE

These will be poured back on May 20 and 21, 2020.

May 13, 2020

Concrete pouring started on May 11, 2020 on 35th Ave and Lincoln up to 36th St then proceeded to 35th St and Buchanan St NE up to 36th St. The next street poured will be Pierce St in between 35th St and 36th St NE. Only one half of the streets are being poured which is the left lane. Removal of the pedestrian ramps started on May 13, 2020 on Filmore St and 36th Ave opposite corners.

May 7, 2020

Construction is scheduled to begin on May 11, 2020, on Lincoln Ave and 35th St of the project area.

April 29, 2020

The contractor Ti-Zack is looking on completing saw cutting on Monday, May 4, 2020 and tentatively start removals on Wednesday, May 6, 2020 on Taylor St NE and 36th Ave NE.
