Bridge 9 Program
Starting in 2020, the City of Minneapolis will begin repairs on Bridge 9 in downtown Minneapolis.

Project status

Background
Bridge No. 9 was constructed in 1922 by the Northern Pacific Railroad to carry freight over the Mississippi. The City of Minneapolis acquired this bridge in 1986 and converted the bridge to a pedestrian use bridge in 1999. The bridge currently provides a Mississippi River crossing for the Dinkytown Greenway bike trail.
Over the years the bridge has deteriorated substantially, and rehab is required. To preserve the historic resource of the bridge the City has opted for a repair/rehabilitation program. The Bridge 9 program is a multi-year program aimed to address the Northern Pacific Railroad Bridge deficiencies. The program has prioritized critical rehabilitation needs of the bridge and phased them to be repaired in the coming years. The expected completion date of the program is 2026.

Project limits
The bridge begins near the corner of 20th Ave South and Bluff St South and crosses the Mississippi River landing on the Dinkytown Greenway. The rehabilitation work will primary be concentrated on the piers and foundation.
Phases
This program will be completed in phases. See the phases of repair and rehabilitation below.
Piers 6 and 7 Encasement and Bearings Replacement
Status

Schedule
Construction activities started on June 29, 2020. The anticipated completion date is December 31, 2020.
Traffic impact
Currently West River Parkway is scheduled to be closed for vehicular traffic until November 2020. Pedestrian and bicycle traffic are open to traffic with a local detour (under the bridge).
Detours signs are installed to guide the affected traffic in the area.
Pedestrians and Bicyclists from the 10th Ave bridge project are detoured to Bridge #9 (this project). Motor vehicles are not allowed on Bridge #9, it is strictly for pedestrians and bicyclist use only.
Project updates
December 2020: For the month of December, the following construction operations are scheduled: Pier cap work Pier 7, Jacking operations P7, Bearing assembly replacement work for Pier 7, Finishing restoration around Pier 6 and 7.
November 2020: For the month of November, the following construction operations are scheduled: continuing elevation casing for Piers 7, Pier cap work Pier 6 and 7, Jacking operations Pier 6 and 7, Bearing assembly replacement work for both Pier 6 and 7, Restoration around Pier 6 and 7.
October 2020: For the month of October, the following construction operations are scheduled: continuing elevation casing for Piers 6 and 7, buttresses for Pier 7, removing remaining H piles Pier 7, Pier 7 backfilling, jacking frames for both Piers 6 and 7, Pier cap work Pier 6 and 7.
September 2020: For the month of September, the following construction operations are scheduled: continuing elevation casing for Piers 6 and 7, buttresses for Pier 7, removing H piles, Pier 6 and 7 backfilling, jacking frames for both Piers 6 and 7, Pier cap work Pier 6.
September 3, 2020: For the month of August, the following construction operations were performed: concrete demolition Piers 6 and 7, reinforcement bars and concrete placement for Pier 6 foundation, elevation casing for both Piers 6 and 7.
August 3, 2020: For the month of July, the following construction operations were performed: clearing the area, surveying, erosion control, pavement removals, temporary bike/pedestrian trail, driving H piles and sheet piles, foundation excavations.
For the month of August, the following construction operations are scheduled: concrete demolition Piers 6 and 7, reinforcement bars and concrete placement for foundations, elevation casing and jacking frames for both Piers 6 and 7.
June 30, 2020: For the month of July the following construction operations are scheduled: Mobilization, clearing the area, surveying, erosion control, pavement removals, temporary bike/pedestrian trail, driving H piles and sheet piles, foundation excavations, concrete demolition, and reinforcement bars for foundation.
April 21, 2020: The City is in the process of selecting a contractor through a bid process.
Pier 7 Foundation Piles
Status

Schedule
Construction is anticipated to begin February 2020. The anticipated completion date is March 20, 2020.
Traffic impact
West River Parkway will have some traffic impact; the Parkway is needed for staging and access. The traffic plan shows a lane closure on the lane near the pier. Flaggers will be coordinated two-way traffic on the remaining lane. Through cooperation with the park board all lane closures will be opened at the end of every work day and on weekends.

April 21, 2020: This project phase has been completed.

Stakeholder meetings
The project is scheduled to be completed in the next 2 weeks. No additional online stakeholder construction meetings are scheduled. The last meeting was held on November 19, 2020.
