10th Ave SE Bridge & Water Main Project

From 2019-2021, the City of Minneapolis will rehabilitate the 10th Ave SE bridge over the Mississippi River and W River Pkwy, including the installation of a new water main under the Mississippi River.

W River Pkwy under the 10th Ave Bridge (roadway only) will be closed on weekdays April 27, 2020 through November 2020.

The West River Parkway Trail will remain open to bicyclists and pedestrians.

Construction Update Meeting - Friday, August 28, 2020 - at 10:30 a.m.

Project staff will hold a virtual construction update meeting this Friday using GoTo Meeting. Members of the public are invited to join the online meeting and hear updates on construction progress and speak with project staff.

The bridge was closed on March 30th and the contractor has been actively working on repairs.

Coming Up

The bridge will remain closed to all traffic including, vehicles, bikes, and pedestrians until Summer 2021.

West River Parkway (roadway only) will be closed to motor vehicles through November 1, 2020. The adjacent trail will remain open for bicyclists and pedestrians.

Work requires the use of heavy equipment that will increase noise, vibration, and dust in work areas.
Access to adjacent apartments and businesses will remain open during the construction activity.
 

July 17, 2020 Update

April 28, 2020 Update

West River Parkway under the 10th Ave Bridge (roadway only) will be closed on weekdays April 27, 2020 thru May 15, 2020.

The West River Parkway Trail will remain open to bicyclists and pedestrians.

March 27, 2020 Update

Bridge will close to all traffic starting on March 30, 2020.

W River Pkwy under the 10th Ave SE Bridge will be closed daily during the following times:

  • March 30, 2020 – April 3, 2020 from 9:00 a.m. to 4:00 p.m. 

This closure is for preparation of bridge deck removal.

The trail will remain open to bicyclists and pedestrians.

March 17, 2020 Update

Bridge will close to all traffic starting on March 30, 2020.

W River Pkwy will be temporarily closed March 18 through March 20, 2020.

W River Pkwy will be closed to vehicular traffic March 18 through March 20 to remove utilities from the 10th Ave SE Bridge. The parkway will be closed between 22nd Ave S and 13th Ave S. Advance notice signs will be posted.

The trail will remain open to bicyclists and pedestrians.

2018 - 2019: Design

2019 - 2021: Water Main construction

2019 - Summer 2021: 10th Ave Bridge reconstruction

The design work for the bridge rehabilitation and water main project was completed in the spring of 2019. Construction of the water main began in late spring 2019 and the new water main is expected to be in service by winter 2020. The bridge is expected to be reopened by mid-2021.

There will be traffic impacts and detours during the 2020 construction season, starting in the spring of 2020, including a full closure of 10th Ave across the Mississippi River. The detour for motorists is 35W and the detour for bicyclists and pedestrians is Bridge 9.

Background

This project will rehabilitate the bridge over the Mississippi River and West River Parkway. It will preserve the major capital investment by repairing deteriorated concrete areas on the spandrel columns, floor beams and arches.

If the structure is allowed to continue to deteriorate, rehabilitation will no longer be cost effective. Total structure replacement of this bridge is expensive.

In conjunction with the bridge rehabilitation work, the City will also replace a large-diameter water main, which is currently suspended from the bridge structure. Installed in 1949, the water main has suffered from many of the same deteriorating conditions as the bridge. The main will be removed from beneath the bridge and a replacement main will be installed underneath the Mississippi River by digging two large, deep shafts on either side of the river and using a specialized tunneling machine to install the new water main beneath the river.

The project is located east of downtown Minneapolis on 10th Ave SE over the Mississippi River from approximately W River Parkway to 2nd St SE.

Traffic Impact

The bridge fully closed to traffic on March 30, 2020. The detour for motorists is 35W and the detour for bicyclists and pedestrians is Bridge 9.
