In 2020, the City of Minneapolis will be reconstructing 18th Ave NE in northeast Minneapolis between Johnson St NE and Stinson Blvd.

Project details

Description

The City of Minneapolis is planning to reconstruct approximately 0.5 miles of 18th Avenue NE in the Northeast Park and Windom Park neighborhoods. The project will replace aging pavement and improve the right-of-way for all users and modes of travel. This project provides an opportunity to incorporate ADA compliant pedestrian ramps, address sidewalk obstructions and sidewalk/trail gaps, and add boulevard space with street trees. The project will connect into the recently constructed trail to west along 18th Ave NE.

Project Type

The project includes full reconstruction of the entire right-of-way and will include filling sidewalk gaps, ADA pedestrian ramps, boulevard space, pavement, curb and gutter, and utility improvements. The project will also include new signage, new pavement markings, and improve non-motorized crossings to Northeast Minneapolis’ major retail center.

Project Limits

Approximately 0.5 miles of 18th Avenue NE between Johnson Street NE and Stinson Parkway.

Project Timeline

Utility Construction on 18th Ave NE will begin Monday, March 30 and run through late May 2020.

CenterPoint Energy’s project is anticipated to last two months. Crews from Michels Corporation, CenterPoint Energy’s authorized contractor, will replace natural gas mains and connect natural gas service lines to the new mains.

18th Ave NE street reconstruction work is expected to start in mid-to late May as CenterPoint finishes their utility work.

Traffic Impacts

On 18th Avenue NE, crews from Michels Corporation will begin at Stinson Parkway working west. Each block will be closed for approximately one to two weeks. Eastbound traffic will be detoured. CenterPoint will notify residents or business owners if the crews need to cross any driveways.

During construction, residents, businesses, and visitors may expect traffic detours, noise, vibration, and dust in work areas. In addition, temporary impacts such as lane restrictions, intersection reductions, parking restrictions or revised pedestrian and bicycle routes may be expected during construction. Property access will be maintained throughout construction. Specific construction staging and traffic detour information will be posted here as the project gets closer to construction.

    • Raising irons/utility manholes to the final road elevation completed.
    • Grading and preparation work for the shared use trail between the post office driveways completed.

Traffic Impacts & Access

  • Johnson intersection  
    • It is planned to pave the  final pavement layer on Tuesday 10/13, weather permitting. Johnson intersection will be widely open for traffic after the final layer paved.
    • 18th east bound traffic towards Johnson intersection and west bound from Johnson St will be opened for traffic on Wednesday 10/14.
  • The Post Office access 
    • Weather permitting, we planned to pave the final layer of asphalt pavement on Tuesday 10/13. Once the pavement completed, the post office will be accessible through Johnson intersection, and the west entrance driveway will be opened.
  • The dead-end alley between Arthur and Cleveland
    • The alley remains open and accessible through Cleveland St. However, there might be a temporary blocking during paving in front of the alley on Tuesday 10/13.
  • The Stinson Market Place
    • The final pavement lift is planned to pave on Tuesday 10/13, weather permitting.
    • Once the final pavement completed, The Stinson Market place will be accessible through Stinson Intersection starting on Wednesday 10/14. Till then, please use the designated detour. 
  • 18th between the Post office west driveway and Stinson Market Place west driveway
    • This section will remain closed except for local traffic.

  • The dead-end alley between Arthur and Cleveland St: 
    • The alley remains open and accessible through Cleveland St.
  • The Stinson Market Place:
    • It's accessible through the newly installed driveway on the west. "Stinson Market Place" detour signs posted to indicate the access. 
      • From Stinson Blvd: through 19th Ave NE west bound – left turn on Benjamin St NE – another left turn on 18th Ave NE.
      • For Johnson St: through east bound on 19th Ave NE – right turn on Benjamin St NE – left turn on 18th Ave NE.

Major Activities over the Past Week

Over the past week the following project major activities performed at all phases:

  • Johnson intersection: To avoid traffic closure, the activities at the intersection undergoing section by section. 
    • NW Corner : 
      • A pavement section removed.
      • storm sewer system upgraded ( a new catch basin and a connection pipe).
      • base lift asphalt installed.
    • SE Corner:
      • Pavement section removed.
      • Signal base installed.
      • Base lift asphalt installed.
  • Between Johnson and Ulysses
    • The post office west driveway removed.
    • The south side of 18th sidewalk removed. Pedestrians are using the sidewalk on the north side of 18th as a detour.

Over the past week the following project major activities performed at phase 1,2,3 and 4:

  • Johnson intersection-to-Ulysses
    • 1st lift asphalt pavement installed.
    • sidewalk preparation work performed.
  • Ulysses St. to Arthur St.
    • Grading and preparation work in the boulevard area.
  • Arthur St. to Stinson Market place
    • The 2nd and 3rd lifts of asphalt pavement completed.
    • Boulevard top soil installed.
  • Stinson Intersection 
    • The last portion of the project concrete pavement removal by Stinson intersection completed.

    • Traffic Control Agent assigned at this intersection to facilitate a smooth traffic flow during the rush hours.

  • Johnson intersection:
    • Johnson St NB and SB traffic flow will remain in the middle and outer lane on the west until the roadway between Ulysses and Johnson is paved.
    • 18th Ave NE east bound and west bound at Johnson intersection remain closed.
    • 18th east bound traffic towards Johnson, use all other alternate routes or the detour through 19th Ave NE.
    • Traffic Control Agent assigned at this intersection to facilitate a smooth traffic flow during the rush hours.
  • The dead-end alley between Arthur and Cleveland St:
    • As it's indicated on the information letter, the second and third lifts of asphalt pavement will be installed on Tuesday, September 8, 2020 weather permitting. During the asphalt paving, the dead-end alley access will be completely closed off while paving occurring and a few hours after the asphalt has been placed. The alley will be accessible by the end of the same day or the next day morning.
  • The Stinson Market Place:
    • As indicated in the notice letter that we distributed, the final segment of the project (from the Stinson Market west driveway-to-Stinson Blvd NE ) will begin on Wednesday Sept 9, 2020. Due to this the market place east driveway will be closed.
    • Access: The newly installed driveway on the west will be open and accessible. Detour signs to indicate the access to the Market Place will be posted. The detour will be through west bound 19th Ave NE – left turn on Benjamin St NE-- and another left turn on 18th Ave NE. For the east bound on 19th Ave NE, we will also post an additional sign at 19th and Benjamin intersection.

    • The storm sewer system installed and completed between Ulysses and east of Johnson St.

Major Activities Over the Past Week

the following project major activities performed at Phase 1 and 3 locations:

  • Between Ulysses and Arthur (Phase 1)

    • The 2nd and 3rd lifts of asphalt pavement completed
    • The post office temporary access ramp and detour signs installed through Hayes St.
  • Johnson intersection (Phase 2)

    • Traffic control set up completed to accommodate the intersection construction activities. This set up leaves one lane traffic in each northbound and southbound directions
    • The middle two lanes pavement removal and reconstruct sanitary sewer manhole performed.
    • Grading, compacting and asphalt paving performed for the two middle lanes of the intersection.
    • Traffic redirected on to the newly paved middle two lanes, and the outer lane pavement removal continued adjacent to 18th on the east.
  • Between Arthur and Stinson (Phase 3)

    • The first lift of asphalt pavement completed.
    • Curb and gutter installed on both sides of 18th .

    • The last week plan to install the 2nd and 3rd lifts of asphalt pavement postponed to this week due to the last week rain.
  • Between Arthur and Stinson - (Phase 3)

    • The road base (subgrade) preparation and soil correction work performed.
    • Class V material installed.
    • Fine grading is performed, and the section is ready for the 1st lift of asphalt pavement and curb & gutter.

Coming Up

Coming Up

Till then the Post Office is still accessible through Johnson St. However, when we move into the Johnson intersection work, the access will be switched through Hayes St and the driveway on the east. We planned Ulysses to be a detour for the post office access. However, there are some remaining work at the at this intersection and decided to use Hayes as the access detour.

  • The dead end alley between Arthur and Cleveland St: The alley access switched back through Arthur. However, depending on the amount of work in front of the alley entrance, the alley access might be switched to Cleveland again.

  • The business center by the Stinson is accessible through Stinson Blvd using the east driveway. The west driveway will remain closed till the new curb & gutter and asphalt pavement installed. July 19, 2020 Update

Major Activities over the Past Week

Over the past week the following project activities performed at Phase 1 and 3 locations:

  • Final grading and preparation work (Phase 1)

    • The final grading is completed between Ulysses and Arthur, and ready for the 1st lift asphalt pavement. It was planned to install the 1st lift of asphalt pavement last week. However, because of the mother nature the schedule postponed to early next week ( Monday 7/20).
    • The post office east side driveway removed. The new driveway will be installed after the 1st lift asphalt pavement placed.
  • Storm sewer installation (Phase 3)

    • Storm sewer mainline  installation between Stinson and Cleveland completed.
    • Between Cleveland and Arthur has started.
  • Water Main line (Phase 3)

    • An eight inch water line ( the service for the Quarry Target) lowered to avoid the conflict with the new storm sewer line.
    • Abandoned water lines removed between Cleveland and Stinson.
  • Electrical conduit and hand holes - ( Phase 1)

    • Egan Electric company installed the street light/ interconnect conduit and hand holes between Ulysses an Arthur

Coming Up

  • Phase 1: The 1st lift  asphalt pavement will be placed on Monday 7/20. (between Ulysses and Arthur).

Major Activities over the Past Week

Over the past week the following project activities performed at Phase 1 and 3 locations:

  • Soil correction and grading work ( Phase1)

    • Soil correction, grading and installation of class 5 material between Garfield St and Arthur St. completed.
    • The final grading is completed between Ulysses and Arthur. The stretch is ready for the 1st asphalt pavement lift.
    • The Sanitary upgrading work on Hayes St (about 75 LF) is completed and the section is ready for the concrete patching.
  • Storm sewer installation (Phase 3)

    • Storm sewer mainline  installation between Stinson and Benjamin on progress.
    • Storm inlets /Catch basins installation on progress

Coming Up

  • Phase 1: The 1st lift of asphalt pavement will be placed by the end of the week (Thursday and Friday).

  • Phase 3: Storm sewer system installation ( main line and lateral connections) will continue.

Note

  • On Monday, July 13, 2020, there will be night time construction work at  Benjamin St NE and 18th intersection to lower an 8-inch water service line that runs to the Quarry Target Store. To reduce the impact on the store, it's planned the work to be done between 10 pm and 6 am. All the communication and preparation work with the store management team has completed.

  • The Post office is accessible through Johnson St. (when we move to phase 2, the post office will be accessible through Ulysses St. We will communicate for detail information soon).

The garbage pick up services might be affected. However, we're working closely with the contractor the garbage trucks to get access on the collection day. We will communicate further if there is any changes.

June 10, 2020 Interim Update

We would like to inform you that the project contractor is ahead of the schedule and will start pavement removal work on Phase 3 (Arthur St NE to Stinson Blvd NE) starting on Thursday, June 11, 2020. The schedule is different from what was stated in the previous update, but it will bring a good opportunity to speed up the project activities.

What will it impact?

  • 18th Ave NE between Arthur and Stinson will be closed except for local traffic.

  • The two driveways located by the business center near Stinson Blvd will remain open for this week and weekend. Then starting next week the west driveway will be closed, but the east driveway will remain open and accessible.

  • We know there is a dead end alley between Arthur and Cleveland St.; We will keep the alley open and accessible through Arthur St.

  • For those who have access through the side streets, we encourage you to use 19th Ave NE.

The 18th Ave NE (Johnson to Stinson) road reconstruction project started on May 18, 2020.

The project will follow the following construction stages order. However, with different conditions and unknown circumstances the orders might change.

Major Activities in the Past Week (Stage 1: Ulysses to Arthur)

  • The Contractor mobilized to the project site.

  • The required Traffic control signs set up.

  • Pavement removal has started between Ulysses and Arthur St NE

  • Sanitary mainline replacement has started at Ulysses intersection

Traffic Impacts

In the first stage work, 18th Ave NE from Johnson to Arthur completely closed, except Post office access at Johnson. This scenario will continue till the 1st stage completed.  The remaining portion of the road from Arthur to Stinson is also closed for through traffic, however; since pavement removal not started in this segment, 18th is accessible for local traffic.

Coming Up

  • The commenced activities on the 1st stage will continue.

  •  Utility upgrade (Storm and Sanitary mainline replacement) will continue.

April 29, 2020 Update

Utility Construction on 18th Ave NE began on Monday, March 30, 2020 and will run through late May 2020.

Major Activity in the Past Two Weeks

  • There was no much activity form Centerpoint

  • Most the restoration work completed except near the intersection with NE Garfield St

  • City Traffic working on the temporary signal system at 18th and Johnson intersection.

Work Expected in the Next Week

  • Restoration work will continue on the remaining portion of 18th Ave NE

Traffic impacts: The east bound lane closed for the restoration work at Garfield St NE. It will be opened once restoration completed. The CenterPoint will notify residents or business owners if the crews need to cross any driveways.

18th Ave NE street reconstruction work is expected to start in mid-to late May as CenterPoint finishes their project.

April 22, 2020 Update

Utility Construction on 18th Ave NE began Monday, March 30 and will run through late May 2020.

18th Ave NE street reconstruction work is expected to start in mid-to late May as CenterPoint finishes their project.

Major Activities in the Past Two Weeks

  • Crews from Michels Corporation, CenterPoint Energy’s authorized contractor, has completed all gas main installation and in service.

  • The major two service lines installation completed

  • Restoration work has completed at Stinson and 18th Ave NE Intersection, and the lane is widely open

What to Expect in the Next Week

  • CenterPoint will continue the remaining service work and abandonment of the old system in the next couple weeks.

  • Restoration work will continue on the remaining portion of 18th Ave NE
