Project details

Description

The City of Minneapolis is planning to reconstruct approximately 0.5 miles of 18th Avenue NE in the Northeast Park and Windom Park neighborhoods. The project will replace aging pavement and improve the right-of-way for all users and modes of travel. This project provides an opportunity to incorporate ADA compliant pedestrian ramps, address sidewalk obstructions and sidewalk/trail gaps, and add boulevard space with street trees. The project will connect into the recently constructed trail to west along 18th Ave NE.

Project Type

The project includes full reconstruction of the entire right-of-way and will include filling sidewalk gaps, ADA pedestrian ramps, boulevard space, pavement, curb and gutter, and utility improvements. The project will also include new signage, new pavement markings, and improve non-motorized crossings to Northeast Minneapolis’ major retail center.

Project Limits

Approximately 0.5 miles of 18th Avenue NE between Johnson Street NE and Stinson Parkway.

Utility Construction on 18th Ave NE will begin Monday, March 30 and run through late May 2020.

CenterPoint Energy’s project is anticipated to last two months. Crews from Michels Corporation, CenterPoint Energy’s authorized contractor, will replace natural gas mains and connect natural gas service lines to the new mains.

18th Ave NE street reconstruction work is expected to start in mid-to late May as CenterPoint finishes their utility work.

Traffic Impacts

On 18th Avenue NE, crews from Michels Corporation will begin at Stinson Parkway working west. Each block will be closed for approximately one to two weeks. Eastbound traffic will be detoured. CenterPoint will notify residents or business owners if the crews need to cross any driveways.

During construction, residents, businesses, and visitors may expect traffic detours, noise, vibration, and dust in work areas. In addition, temporary impacts such as lane restrictions, intersection reductions, parking restrictions or revised pedestrian and bicycle routes may be expected during construction. Property access will be maintained throughout construction. Specific construction staging and traffic detour information will be posted here as the project gets closer to construction.

August 10, 2020 Update

Major Activities over the Past Week

Over the past week the following project major activities were completed at Phase 1 and 3 locations:

  • Between Ulysses and Arthur (Phase1)
    • Bus pads installed.
    • Sidewalk and pedestrian crossing ramps installation continued.
  • Between Arthur and Stinson (Phase 3)
    • The road base (subgrade) preparation and soil correction work performed.
    • Placing class v material started.
    • Plug and fill of abandoned in place storm sewer line conducted .

Coming Up

  • Phase 1:
    • The next 2 lifts of asphalt pavement will be placed, weather permitting.
    • Restoration work behind the curb will continue.
  • Phase 3:
    • The road base (subgrade) preparation and soil correction work will continue.
    • The final grading will be done and the phase will be ready for the 1st lift of asphalt pavement, weather permitting.
    • The lighting and traffic signal connection conduit and handholds will be installed.

Traffic Impacts

Traffic impacts will remain the same as the last week.

  • The work on Johnson intersection will start on the week of August 18th. Till then the Post Office is still accessible through Johnson St. However, when we move into the Johnson intersection work, the access will be switched through Hayes St and the driveway on the east. We planned Ulysses to be a detour for the post office access. However, there are some remaining work at the at this intersection and decided to use Hayes as the access detour.
  • The dead end alley between Arthur and Cleveland St: The alley access switched back through Arthur. However, depending on the amount of work in front of the alley entrance, the alley access might be switched to Cleveland again.
  • The business center by the Stinson is accessible through Stinson Blvd using the east driveway. The west driveway will remain closed till the new curb & gutter and asphalt pavement installed. Once we done these, we'll switch the access to the west entrance in order to finish up the remaining stretch up to Stinson intersection. This is just a heads up. We will notify/inform you the exact date a week before the traffic switch happen.
  • Other than the above considerations, 18th Ave between Ulysses and Stinson will remain closed except for local traffic.

July 31, 2020 Update

Major Activities over the Past Week

Over the past week the following project major activities performed at Phase 1 and 3 locations:

  • Between Ulysses and Arthur (Phase 1)
    • The alleyways driveway approaches installed and completed.
    • The post office east driveway approach installed. When the concrete cured, the gap behind the driveway will be patched with asphalt.
    • Concrete pavement restoration on Hayes St stretch completed.
    • Sidewalk and pedestrian crossing ramps installation started.
  • Between Arthur and Stinson (Phase 3)
    • The existing (old) storm sewer main line removal completed.
    • The new storm sewer lateral connections and curb inlets installation completed.
    • Sanitary manhole re-construct completed.

Coming Up

  • Phase 1
    • Sidewalk and pedestrian crossing ramps installation will continue.

Major Activities over the Past Week

Over the past week the following project major activities performed at Phase 1 and 3 locations:

  • Between Ulysses and Arthur (Phase 1)
    • The first lift of asphalt pavement completed.
    • The storm sewer curb inlets raised into their final elevation.
    • Curb and gutter installed.
    • The driveway approach by the alleyways installed.
  • Between Arthur and Stinson (Phase 3)
    • The existing (old) storm sewer main line removal started.
    • The new storm sewer lateral connections and curb inlets installation started.

Coming Up

  • Phase 1:

July 19, 2020 Update

Major Activities over the Past Week

Over the past week the following project activities performed at Phase 1 and 3 locations:

  • Final grading and preparation work (Phase 1)
    • The final grading is completed between Ulysses and Arthur, and ready for the 1st lift asphalt pavement. It was planned to install the 1st lift of asphalt pavement last week. However, because of the mother nature the schedule postponed to early next week ( Monday 7/20).
    • The post office east side driveway removed. The new driveway will be installed after the 1st lift asphalt pavement placed.
  • Storm sewer installation (Phase 3)
    • Storm sewer mainline  installation between Stinson and Cleveland completed.
    • Between Cleveland and Arthur has started.
  • Water Main line (Phase 3)
    • An eight inch water line ( the service for the Quarry Target) lowered to avoid the conflict with the new storm sewer line.
    • Abandoned water lines removed between Cleveland and Stinson.
  • Electrical conduit and hand holes - ( Phase 1)
    • Egan Electric company installed the street light/ interconnect conduit and hand holes between Ulysses an Arthur

Coming Up

  • Phase 1: The 1st lift  asphalt pavement will be placed on Monday 7/20. (between Ulysses and Arthur).
  • Phase 3: Storm sewer system installation (main line and lateral connections) will continue between Cleveland and Arthur.
  • Weather permitting, curb and gutter installation work will start.
  • Phase 3: The existing (old) storm main line between Stinson and Arthur will be removed.

Traffic Impacts

  • The Post office is accessible through Johnson St.( weather permitting, the post office east side driveway will be installed by the end of next week.  Once the driveway cured, the post office access will be switched to this driveway through Ulysses ).
  • The dead end alley between Arthur and Cleveland St: The alley access switched from Arthur to Cleveland. Arthur intersection will be closed due to the storm sewer installation.
  • 18th Ave between Arthur and Stinson will remain closed except for local traffic.
  • The business center by the Stinson is accessible through Stinson Blvd using the east side driveway. The west driveway will remain closed.

July 13, 2020 Update

Major Activities over the Past Week

Over the past week the following project activities performed at Phase 1 and 3 locations:

  • Soil correction and grading work ( Phase1)
    • Soil correction, grading and installation of class 5 material between Garfield St and Arthur St. completed.
    • The final grading is completed between Ulysses and Arthur. The stretch is ready for the 1st asphalt pavement lift.
    • The Sanitary upgrading work on Hayes St (about 75 LF) is completed and the section is ready for the concrete patching.
  • Storm sewer installation (Phase 3)
    • Storm sewer mainline  installation between Stinson and Benjamin on progress.
    • Storm inlets /Catch basins installation on progress

Coming Up

  • Phase 1: The 1st lift of asphalt pavement will be placed by the end of the week (Thursday and Friday).
  • Phase 3: Storm sewer system installation ( main line and lateral connections) will continue.

Note

  • On Monday, July 13, 2020, there will be night time construction work at  Benjamin St NE and 18th intersection to lower an 8-inch water service line that runs to the Quarry Target Store. To reduce the impact on the store, it's planned the work to be done between 10 pm and 6 am. All the communication and preparation work with the store management team has completed.

Traffic Impacts

  • The Post office is accessible through Johnson St. (when we move to phase 2, the post office will be accessible through Ulysses St. We will communicate for detail information soon).
  • 18th Ave between Arthur and Stinson will remain closed except for local traffic.
  • The business center by the Stinson is accessible through Stinson Blvd using the east side driveway. The west driveway will remain closed.
  • The dead end alley between Arthur and Cleveland St: when the  contractor installing the storm sewer mainline in front of the dead-end alley, there will be no access during the daytime between 7:00 AM and 5:00 PM. The garbage pick up services might be affected. However, we're working closely with the contractor the garbage trucks to get access on the collection day. We will communicate further if there is any changes.

    • The Installation of the largest storm manhole structure (10 LF in diameter and 14 LF deep) near to the business area west driveway by the Stinson intersection completed. (phase 3)

  • Soil correction, subgrade preparation and placing class v material between Ulysses and Hayes St  performed.(phase1)

June 22, 2020 Update

Major Activities over the Past Week

Over the past week the project activities focused on Phase 1 and 3

  • Storm sewer installation on phase 1
    • main line and lateral installation between Ulysses and Garfield ~ 840 LF completed
  • Pavement removal on phase 3 completed except around Stinson intersection area. This will give a relief for business access near the Stinson intersection.

Coming Up

  • The main Storm manhole structure (10 LF in diameter and 14 LF deep) will be installed near to the business area west driveway by the Stinson intersection. ( Phase 3)
  • Storm sewer system installation will continue between Garfield and Arthur (Phase1)
  • Backfill and grading will start from Ulysses towards east. (Phase 1)

Traffic Impacts

  • The Post office is accessible through Johnson St. ( the access might change when we move to phase 2. Detail information will come soon).
  • 18th Ave between Arthur and Stinson will remain closed except for local traffic.
  • The east side driveway located by the business center near Stinson Blvd will remain open and accessible. The west driveway will be closed during.
  • The dead end alley between Arthur and Cleveland St.; We will keep the alley open and accessible through Arthur St.
  • For those who have access through the side streets, we encourage you to use 19th Ave NE.

June 10, 2020 Interim Update

We would like to inform you that the project contractor is ahead of the schedule and will start pavement removal work on Phase 3 (Arthur St NE to Stinson Blvd NE) starting on Thursday, June 11, 2020. The schedule is different from what was stated in the previous update, but it will bring a good opportunity to speed up the project activities.

What will it impact?

  • 18th Ave NE between Arthur and Stinson will be closed except for local traffic.
  • The two driveways located by the business center near Stinson Blvd will remain open for this week and weekend. Then starting next week the west driveway will be closed, but the east driveway will remain open and accessible.
  • We know there is a dead end alley between Arthur and Cleveland St.; We will keep the alley open and accessible through Arthur St.
  • For those who have access through the side streets, we encourage you to use 19th Ave NE.

June 8, 2020 Update

Planned Construction Activity Phases

  • Phase 1: Ulysses to Arthur

Update on the Activity Phases

As mentioned in the previous weekly update, we will have the construction phases sequential order change. Once the activities in Phase completed, we will move to Phase 3 instead of Phase 2.

Major Activities over the Past Week (Phase 1: Ulysses to Arthur)

Over the past week the project activities focused on Phase 1:

  • Sanitary sewer bypass installed.
  • Sanitary sewer main line replacement completed between Ulysses and Garfield
  • Air test conducted in the newly installed sewer system.

Coming Up

  • Storm sewer system installation will start (Phase 1).
  • Sanitary mainline replacement on Hayes St NE segment (Phase 1).

Traffic Impacts

  • The Post office is accessible through Johnson St.
  • Ulysses St to Arthur under construction and completely closed for traffic except for garbage collector trucks and for those residents whom they have access only through 18th.
  • Arthur St to Stinson also closed for through traffic, however; since pavement removal not started in this segment, 18th is accessible for local traffic.

May 26, 2020 Update

The 18th Ave NE (Johnson to Stinson) road reconstruction project started on May 18, 2020.

The project will follow the following construction stages order. However, with different conditions and unknown circumstances the orders might change.

Construction Stages

  1. Ulysses  to Arthur
  2. Johnson  to Ulysses
  3. Arthur to Stinson
  4. Stinson intersection

Major Activities in the Past Week (Stage 1: Ulysses to Arthur)

  • The Contractor mobilized to the project site.
  • The required Traffic control signs set up.
  • Pavement removal has started between Ulysses and Arthur St NE
  • Sanitary mainline replacement has started at Ulysses intersection

Traffic Impacts

In the first stage work, 18th Ave NE from Johnson to Arthur completely closed, except Post office access at Johnson. This scenario will continue till the 1st stage completed.  The remaining portion of the road from Arthur to Stinson is also closed for through traffic, however; since pavement removal not started in this segment, 18th is accessible for local traffic.

Coming Up

  • The commenced activities on the 1st stage will continue.
  •  Utility upgrade (Storm and Sanitary mainline replacement) will continue.

April 29, 2020 Update

  • There was no much activity form Centerpoint
  • Most the restoration work completed except near the intersection with NE Garfield St
  • City Traffic working on the temporary signal system at 18th and Johnson intersection.

Work Expected in the Next Week

  • Restoration work will continue on the remaining portion of 18th Ave NE

Traffic impacts: The east bound lane closed for the restoration work at Garfield St NE. It will be opened once restoration completed. The CenterPoint will notify residents or business owners if the crews need to cross any driveways.
