Plain Language Charter

In 2002, the Charter Commission began an extensive revision of the Minneapolis City Charter, which had not undergone a thorough review since its enactment in 1920. This comprehensive revision was not intended to restructure the municipal government or effect any substantive change; rather, its purpose was to modernize, simplify, and redraft the charter in plain modern language. This effort continued for a full decade.

The entire revision was submitted to the electorate in the 2013 municipal election, where it was overwhelmingly approved by voters—with the affirmative support of 52,225 votes, or about 80% of that year’s turnout.
