Project Overview

In 2017, Minneapolis Public Works performed a resurfacing project on 38th Street East between Minnehaha Avenue South and West River Parkway. Resurfacing projects present an opportunity to implement bikeways as indicated on the City’s Bicycle Master Plan. While the bikeway installation was a coordinated effort, it is also an independent project and was not the primary reason for the resurfacing project. Bikeway projects often take advantage of these types of opportunities to improve conditions for people bicycling.

This project provided dedicated bike lanes on 38th Street East with a direct connection to existing north-south bicycle facilities on Minnehaha Avenue South, Hiawatha LRT Trail, and on West River Parkway. The bikeway also connects to the Blue Line LRT station at 38th Street East with a goal of, enhancing multimodal connectivity, calming traffic through narrower traffic lanes, and offering connections to schools (e.g., Howe and Dowling). The 38th Street East corridor is one of a few uninterrupted east-west routes connecting Hiawatha Avenue to West River Parkway, allowing for a direct route to popular destinations and transit connections.


Public Works is committed to evaluating and reporting on the 38th Street East corridor. By collecting data before and after the installation of the bike lanes, Public Works will track the changes in safety, mobility, accessibility and commercial activity on the corridor. This pre-installation report summarizes conditions along 38th Street East from Minnehaha Avenue to West River Parkway prior to the installation of the bike lanes in the fall 2017.The pre-installation report also includes a summary of the responses from the business patron survey that Minneapolis Public Works conducted along 38th Street East in August 2017, prior to the installation of the bikeway.

Public Works has completed the interim evaluation report for the 38th St E bikeway. The intent of this report is to summarize and evaluate conditions along 38th St E before and after the bike lanes were installed in the fall of 2017. The report currently includes counts for people walking, biking, and driving, as well as Nice Ride usage and vehicle travel speeds along the corridor.

Public Works’ will be analyzing crash data and working to obtain sales data, however these datasets are not currently available for the report. This report signifies the start of Public Works’ evaluation, as ongoing evaluation of data is needed to confirm trends over time.

Project Engagement

An initial project meeting was hosted by the Longfellow Community Council (LCC) on Nov 30th, 2016. Since that time, Public Works has been meeting with business owners, residents, and stakeholders along the corridor to address concerns over parking, delivery, and loading accommodations.

Public Works staff co-hosted a second project on May 9th with Longfellow Community Council. A staff-recommended concept was presented to the public at that meeting and feedback was taken.
